Birle\u015fmi\u015f Milletler taraf\u0131ndan otizm konusunda fark\u0131ndal\u0131k olu\u015fturmak ve otizm ile ilgili sorunlara \u00e7\u00f6z\u00fcmler bulmak amac\u0131yla, 2008 y\u0131l\u0131nda 2 Nisan tarihinin \u201cD\u00fcnya Otizm Fark\u0131ndal\u0131k G\u00fcn\u00fc\u201d olarak ilan edildi\u011fini dile getiren Vali \u00c7akacak, \u201cOtizm, ya\u015fam\u0131n erken d\u00f6nemlerinde kendini g\u00f6steren ve sosyal ili\u015fkilerde, ileti\u015fim kurmada, davran\u0131\u015f kal\u0131plar\u0131 olu\u015fturmada ve bili\u015fsel geli\u015fmede gecikmeler ve sapmalarla izlenen bir geli\u015fim sorunu olarak kabul edilmektedir. Her konuda oldu\u011fu gibi otizmde de erken te\u015fhisin \u00f6nemi bir yeri vard\u0131r. Toplum olarak \u00e7ocuklar\u0131m\u0131z\u0131n otizm belirtileri g\u00f6sterdi\u011fini fark etti\u011fimizde bu durumu gizleyip saklamak yerine, buna mutlaka bir e\u011fitim kap\u0131s\u0131 a\u00e7mal\u0131 ve bu yavrular\u0131m\u0131z\u0131n \u00d6zel E\u011fitim Uygulama Merkezleri\u2019mizde uzmanlar\u0131m\u0131z eliyle geli\u015fimlerinin desteklenmesi gerekiyor. Otizm meselesinde; ileti\u015fimi, sosyal ili\u015fkileri farkl\u0131 bir durumla kar\u015f\u0131 kar\u015f\u0131yay\u0131z. Dolay\u0131s\u0131yla bu konu \u00f6zel e\u011fitimi de beraberinde getiriyor. Her \u00e7ocu\u011fumuzun, en iyi e\u011fitimi almas\u0131 bizim \u00f6ncelikli hedefimizdir. Otizmin bug\u00fcn i\u00e7in bilinen tek tedavisi \u00f6zel e\u011fitimdir. \u0130limizdeki \u00d6zel E\u011fitim Uygulama Merkezleri\u2019miz, \u00f6zel \u00e7ocuklar\u0131m\u0131z\u0131n topluma kazand\u0131r\u0131lmas\u0131nda ve onlar\u0131n e\u011fitimlerini en iyi \u015fekilde almalar\u0131 noktas\u0131nda g\u00fcc\u00fcm\u00fcze g\u00fc\u00e7 katmaktad\u0131r\u201d ifadelerini kulland\u0131.<\/p>\n

Vali \u00c7akacak, T\u00fcrkiye\u2019de yap\u0131lan yasal d\u00fczenlemelerle engellilerin ve \u00f6zel gereksinimli bireylerin sosyal, ekonomik ve k\u00fclt\u00fcrel hayata kat\u0131l\u0131m\u0131na ili\u015fkin yap\u0131lan \u00e7al\u0131\u015fmalar her ge\u00e7en g\u00fcn daha iyiye gitti\u011fini ifade ederek, Eski\u015fehir\u2019de de bunun yans\u0131malar\u0131n\u0131 g\u00f6rd\u00fcklerini belirtti. \u00c7akacak, “G\u00fc\u00e7l\u00fc ve dinamik bir yap\u0131ya sahip devletimiz, engellilerin ve \u00f6zel gereksinimli \u00e7ocuklar\u0131m\u0131z\u0131n e\u011fitim, istihdam, sa\u011fl\u0131k hizmetleri, bak\u0131m ve sosyal g\u00fcvenli\u011fine ili\u015fkin sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcnde g\u00fcc\u00fcn\u00fc her daim hissettirerek, duyarl\u0131l\u0131k ve fark\u0131ndal\u0131k olu\u015fturma yolunda ilerlemeye devam etmektedir. Bunun yan\u0131nda yaln\u0131zca devlet anlay\u0131\u015f\u0131 i\u00e7erisinde bu meselenin \u00e7\u00f6z\u00fcm\u00fcn\u00fcn zor olaca\u011f\u0131n\u0131, mutlaka sivil toplum kurulu\u015flar\u0131n\u0131n otizmin anla\u015f\u0131lmas\u0131nda ve \u00e7\u00f6z\u00fcm\u00fcnde \u00f6nemli roller \u00fcstlenmeleri gerekti\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz. \u0130\u015fte bundan dolay\u0131 bug\u00fcn Eski\u015fehir Valili\u011fi, Anadolu \u00dcniversitesi ve 4 il m\u00fcd\u00fcrl\u00fc\u011f\u00fcm\u00fcz\u00fcn de dahil oldu\u011fu ve birazdan imzalayacak oldu\u011fumuz \u201cOtizm Fark\u0131ndal\u0131k, Tarama ve M\u00fcdahale Projesi: Eski\u015fehir Modeli\u201d i\u015fbirli\u011fi protokol\u00fcn\u00fc \u00e7ok anlaml\u0131 ve \u00e7ok de\u011ferli buluyorum. Bir\u00e7ok konuda model ve \u00f6nc\u00fc olan ilimizin Otizm Spektrum Bozuklu\u011fu\u2019nun erken te\u015fhisi ve buna m\u00fcdahalesi konusunda \u00fclkemizde \u00f6nemli bir \u00f6rnek olu\u015fturaca\u011f\u0131na olan inanc\u0131m tamd\u0131r. Bu i\u015fbirli\u011fi protokol\u00fc ile Eski\u015fehir genelinde Otizm Spektrum Bozuklu\u011fu\u2019nun toplum taraf\u0131ndan daha fazla ve do\u011fru bir \u015fekilde bilinirli\u011fi sa\u011flanacak, Otizm Spektrum Bozuklu\u011fu\u2019nu erken tespit etmek ve yerel d\u00fczeydeki imk\u00e2nlar do\u011frultusunda kapsaml\u0131 ve do\u011fru m\u00fcdahaleler sunmak m\u00fcmk\u00fcn olacakt\u0131r. Projeye sunduklar\u0131 katk\u0131lar sebebiyle Anadolu \u00dcniversitesi\u2019ne, Eski\u015fehir \u0130l Milli E\u011fitim M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne, Aile, \u00c7al\u0131\u015fma, Sosyal Hizmetler \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne, \u0130l Sa\u011fl\u0131k M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne, Gen\u00e7lik Hizmetleri ve Spor \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne, AB ve D\u0131\u015f \u0130li\u015fkiler B\u00fcrosu\u2019na ve bunlar\u0131n de\u011ferli y\u00f6netici ve \u00e7al\u0131\u015fanlar\u0131na emekleri ve gayretleri i\u00e7in huzurlar\u0131n\u0131zda te\u015fekk\u00fcr ediyorum\u201d dedi.<\/p>\n
