Adana\u2019n\u0131n merkez Seyhan il\u00e7esi \u015eakirpa\u015fa Mahallesi\u2019nde “\u00d6l\u00fc Mahmut” olay\u0131 olarak bilinen tapu sorunu, B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 se\u00e7ilen Zeydan Karalar\u2019\u0131n giri\u015fimleriyle \u00e7\u00f6z\u00fcme kavu\u015ftu.<\/p>\n

\u015eakirpa\u015fa Mahallesi\u2019nde 40 y\u0131ld\u0131r devam eden ve 82 arsa sahibinin tapular\u0131n\u0131n i\u00e7erisinde hissedar olan \u2018\u00d6l\u00fc Mahmut\u2019 olay\u0131 Karalar\u2019\u0131n giri\u015fimleriyle \u00e7\u00f6z\u00fcme kavu\u015ftu. Vatanda\u015flar\u0131n ma\u011fduriyetleri kar\u015f\u0131s\u0131nda sorunun \u00e7\u00f6z\u00fcm\u00fc i\u00e7in s\u00f6z veren Karalar\u2019\u0131n giri\u015fimlerinin ard\u0131ndan davalar a\u00e7\u0131ld\u0131. \u00d6l\u00fc Mahmut\u2019un herhangi bir varisinin bulunmamas\u0131ndan dolay\u0131 da davaya bir kayyum atand\u0131. A\u00e7\u0131lan 82 davadan 5 tanesi ge\u00e7ti\u011fimiz haftalarda sonu\u00e7land\u0131. Geriye kalan 77 davaya da devam ediliyor.<\/p>\n

Davalar\u0131 sonu\u00e7lanarak arsalar\u0131n\u0131n tapular\u0131na kavu\u015fan vatanda\u015flar, \u201cZeydan Ba\u015fkan bize s\u00f6z verdi ve yapt\u0131. \u015eimdi bizim davalar\u0131m\u0131z\u0131n emsal g\u00f6sterilerek di\u011fer 77 kom\u015fumuzun da tapular\u0131n\u0131 almalar\u0131n\u0131 bekliyoruz\u201d dedi.<\/p>\n

Adana\u2019da \u00f6zellikle 1980\u2019li y\u0131llarda buna benzer birka\u00e7 mahallede sorun ya\u015fand\u0131\u011f\u0131n\u0131 belirten Zeydan Karalar \u201cHem biz hem de vatanda\u015flar \u00d6l\u00fc Mahmut olarak bilinen ki\u015finin art\u0131k ger\u00e7ekten \u00f6ld\u00fc\u011f\u00fcn\u00fc biliyoruz. Devletin 40 y\u0131ll\u0131k bir sorununu ortadan kald\u0131rd\u0131k\u201d diye konu\u015ftu.<\/p>\n

1980\u2019li y\u0131llar\u0131n ba\u015f\u0131nda hisseli sat\u0131\u015flar\u0131n serbest oldu\u011fu y\u0131llarda tarla vasf\u0131nda ve emlak\u00e7\u0131 parselasyonu yap\u0131lan ta\u015f\u0131nmazdan yer alan 82 vatanda\u015f buraya konutlar\u0131n\u0131 yapt\u0131lar, bah\u00e7e duvarlar\u0131n\u0131 \u00e7evirdiler. O y\u0131llarda belediye taraf\u0131ndan yap\u0131lan imar uygulamas\u0131 s\u0131ras\u0131nda d\u00fczenleme ortakl\u0131k pay\u0131 kesilmesi nedeniyle de hi\u00e7bir varisi bulunmayan \u2018\u00d6l\u00fc Mahmut\u2019 olarak bilinen ki\u015finin arsas\u0131 da 82 vatanda\u015f\u0131n ev yapt\u0131\u011f\u0131 her hak sahibinin m\u00fclkiyetine de kaym\u0131\u015f oldu. Devlet kay\u0131tlar\u0131nda da \u00d6l\u00fc Mahmut olarak bilinen ki\u015finin hi\u00e7bir varisinin de bulunmamas\u0131 nedeniyle vatanda\u015flar 40 y\u0131ld\u0131r kendi m\u00fclklerinde hisseli tapular\u0131 ile oturdular.
