Cumhurba\u015fkanl\u0131\u011f\u0131 kararnamesi ile Ardahan\u2019a vali olarak tayin olan Mustafa Masatl\u0131\u2019n\u0131n ard\u0131ndan Mustafakemalpa\u015fa Kaymakaml\u0131\u011f\u0131na Sakarya Vali Yard\u0131mc\u0131s\u0131 Mehmet Zeki Ko\u00e7berber getirildi. \u00d6nceki g\u00fcn il\u00e7eye gelerek g\u00f6reve ba\u015flayan Ko\u00e7berber, 1958 tarihinde Denizli\u2019nin \u00c7al il\u00e7esinde do\u011fdu. Ankara \u00dcniversitesi Siyasal Bilgiler Fak\u00fcltesi\u2019nden mezun oldu. 1984 y\u0131l\u0131nda \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131\u2019nda Denizli\u2019de kaymakam aday\u0131 olarak vazifeye ba\u015flad\u0131. Cihanbeyli ve Kalkandere\u2019de kaymakam vekilli\u011fi g\u00f6revlerinde bulundu. Gerede Kaymakaml\u0131\u011f\u0131 g\u00f6revinde iken 1 y\u0131lll\u0131\u011f\u0131na ABD\u2019ye g\u00f6revli olarak g\u00f6nderildi. Daha sonra La\u00e7in, Ahlat, Su\u015fehri , \u00c7ifteler ve Dikili kaymakaml\u0131klar\u0131, Bitlis, Kahramanmara\u015f, Ordu, K\u0131rklareli, Ayd\u0131n, Adana ve Sakarya vali yard\u0131mc\u0131l\u0131klar\u0131 ile Adana \u0130l \u00d6zel \u0130daresi Genel Sekreterli\u011fi g\u00f6revlerinde bulundu.
