Meclis takvimine g\u00f6re bu ay i\u00e7inde g\u00fcndeme gelmesi \u00f6ng\u00f6r\u00fclen yeni d\u00fczenlemeye ili\u015fkin Aile, \u00c7al\u0131\u015fma ve Sosyal Hizmetler Bakanl\u0131\u011f\u0131 Devlet Personel Ba\u015fkanl\u0131\u011f\u0131 ile ilgili bakanl\u0131klar\u0131n \u00e7al\u0131\u015fmalar\u0131 devam ediyor. 3600 ek g\u00f6stergenin ne zaman yasala\u015faca\u011f\u0131na dair hen\u00fcz resmi bir a\u00e7\u0131klama yap\u0131lmazken, B\u00fcro Memur-Sen Ba\u015fkan\u0131 Metin Y\u0131lanc\u0131 yapt\u0131\u011f\u0131 a\u00e7\u0131klamada ek g\u00f6stergenin t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131 i\u00e7in kapsay\u0131c\u0131 olmas\u0131n\u0131 istediklerini belirtti. Y\u0131lanc\u0131, s\u00f6zle\u015fmeli personelin ve yard\u0131mc\u0131 hizmet s\u0131n\u0131f\u0131nda \u00e7al\u0131\u015fanlar\u0131n ya\u015fad\u0131\u011f\u0131 ma\u011fduriyetlere ili\u015fkin de konu\u015ftu.<\/p>\n<p>&#8220;Bunlar almas\u0131n demiyoruz, daha fazlas\u0131n\u0131 als\u0131nlar&#8221;<\/p>\n<p>Kamu g\u00fcndeminde bulunan 3600 ek g\u00f6sterge konusuna ili\u015fkin a\u00e7\u0131klamalarda bulunan Metin Y\u0131lanc\u0131, \u201c3600 ek g\u00f6sterge \u00e7al\u0131\u015fanlar\u0131n \u00e7al\u0131\u015f\u0131rken de\u011fil de emekliliklerinde faydalanaca\u011f\u0131 bir gelir kayna\u011f\u0131d\u0131r. Ek g\u00f6sterge art\u0131r\u0131larak \u00e7al\u0131\u015fanlar\u0131n bir nebze olsun maddi anlamda rahatlamas\u0131n\u0131n sa\u011flanmas\u0131n\u0131 olumlu buluyoruz. Ancak kapsam\u0131n\u0131n 4 meslek grubuyla s\u0131n\u0131rl\u0131 kalmas\u0131n\u0131 uygun bulmuyoruz. G\u00fcncel olarak konu\u015fulan polis, \u00f6\u011fretmen, sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131 ve din g\u00f6revlilerinin bu uygulamadan yararlanmas\u0131n\u0131 biz de destekliyoruz. Hepimizin ailesinde bu meslek guruplar\u0131ndan birileri mutlaka var. Bunlar almas\u0131n demiyoruz, daha fazlas\u0131n\u0131 als\u0131nlar. 8 bakanl\u0131k ve 51 kamu kurumunda g\u00f6rev yapan b\u00fcro memurlar\u0131n\u0131n da ek g\u00f6sterge \u00e7al\u0131\u015fmas\u0131 i\u00e7erisinde yer almas\u0131 gerekmektedir\u201d dedi.<\/p>\n<p>&#8220;T\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131n\u0131 memnun edecek, kapsay\u0131c\u0131 bir \u00e7al\u0131\u015fma olmal\u0131d\u0131r&#8221;<\/p>\n<p>Ek g\u00f6stergenin t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131na kademeli olarak verilmesi gerekti\u011fini ifade eden Y\u0131lanc\u0131, \u201dDevletin mali i\u015flerini emanet etti\u011fi Hazine ve Maliye Bakanl\u0131\u011f\u0131, adalet hizmetlerini \u00fcstlenen Adalet Bakanl\u0131\u011f\u0131, i\u00e7 g\u00fcvenli\u011fimizi emanet etti\u011fimiz \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131, \u00fclkemizin savunmas\u0131n\u0131 \u00fcstlenen Milli Savunma Bakanl\u0131\u011f\u0131, vatanda\u015flar\u0131m\u0131za do\u011fumundan \u00f6l\u00fcm\u00fcne kadar hatta \u00f6l\u00fcm\u00fcnden sonra bile hizmet sunan Aile, \u00c7al\u0131\u015fma ve Sosyal Hizmetler Bakanl\u0131\u011f\u0131, \u00fclkemizi yurt d\u0131\u015f\u0131nda temsil eden D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131, \u00fclkemizin gen\u00e7li\u011fini ve yeni nesli yeti\u015fmesini \u00fcstlenen Gen\u00e7lik ve Spor Bakanl\u0131\u011f\u0131 gibi devletin bel kemi\u011fini olu\u015fturan b\u00fcro hizmet kolu \u00e7al\u0131\u015fanlar\u0131 ek g\u00f6sterge \u00e7al\u0131\u015fmas\u0131 kapsam\u0131nda olmal\u0131d\u0131r. Ek g\u00f6stergesi olmayan 105 bin civar\u0131nda Yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131nda \u00e7al\u0131\u015fan varken, onlardan bahsetmeyeceksin. Ek g\u00f6stergesi olan \u00e7al\u0131\u015fan\u0131n ek g\u00f6stergesini daha da nas\u0131l y\u00fckseltirim diye u\u011fra\u015facaks\u0131n. Bunun kabul edilebilir bir yan\u0131 yoktur. Ek g\u00f6stergenin t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131na kademeli bir \u015fekilde verilerek, t\u00fcm kamu \u00e7al\u0131\u015fanlar\u0131n\u0131 memnun edecek kapsay\u0131c\u0131 bir \u00e7al\u0131\u015fma olmal\u0131d\u0131r. Toplumun de\u011fil \u00e7al\u0131\u015fanlar\u0131n beklentisi vard\u0131r. Gerekli ad\u0131mlar\u0131 att\u0131k bu konuyla ilgili  \u00e7al\u0131\u015fmalar\u0131m\u0131z devam ediyor\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>\u201cPersonellerin g\u00f6r\u00fc\u015flerinden dolay\u0131 i\u015f s\u00f6zle\u015fmeleri feshedildi\u201d<\/p>\n<p>S\u00f6zle\u015fmeli personel uygulamas\u0131n\u0131n \u00e7al\u0131\u015fma bar\u0131\u015f\u0131n\u0131 giderek bozdu\u011funu ifade eden Y\u0131lanc\u0131, \u201cD\u00fc\u015f\u00fcn\u00fcn bir kere i\u015f ayn\u0131, sorumluluk ayn\u0131, k\u00fclfet ayn\u0131, ancak nimetten yararlanma farkl\u0131 olmamal\u0131d\u0131r. S\u00f6zle\u015fmeli personel kadroya ge\u00e7irilmelidir. Kamuda farkl\u0131 kurumlarda farkl\u0131 unvanlar i\u00e7in farkl\u0131 bir s\u00f6zle\u015fmeli istihdam s\u00f6z konusu. \u00d6rne\u011fin s\u00f6zle\u015fmeli olarak atanan \u00f6\u011fretmenler 4 y\u0131ll\u0131k s\u00fcre sonunda ba\u015far\u0131l\u0131 bulunursa kadroya ge\u00e7irilmektedir. Benzer bir durum s\u00f6zle\u015fmeli sa\u011fl\u0131k personeli i\u00e7in de s\u00f6z konusu. Belirli bir s\u00fcre \u00e7al\u0131\u015f\u0131yorsunuz, ba\u015far\u0131l\u0131 bulunursan\u0131z kadroya ge\u00e7iriliyorsunuz. 31 Mart\u2019taki se\u00e7imlerden sonra baz\u0131 belediyelerde hizmet yar\u0131\u015f\u0131 de\u011fi\u015fti. Personellerin g\u00f6r\u00fc\u015flerinden dolay\u0131 i\u015f s\u00f6zle\u015fmeleri feshedildi. Kadro k\u0131rm\u0131z\u0131 \u00e7izgimiz diyoruz ya ne kadar \u00f6nemli oldu\u011fu burada ortaya \u00e7\u0131kt\u0131. Konfederasyon Genel Ba\u015fkan\u0131m\u0131z Ali Yal\u00e7\u0131n\u2019\u0131n \u00f6nderli\u011finde s\u00f6zle\u015fmelili\u011fe son \u015furas\u0131 d\u00fczenledik\u201d diye konu\u015ftu.<\/p>\n<p>\u201cS\u00f6zle\u015fmeli personelin kariyer planlamas\u0131 yapmas\u0131 ve gelece\u011fe dair hedef belirmesi m\u00fcmk\u00fcn de\u011fil\u201d<\/p>\n<p>Kamudaki 4\/B veya di\u011fer kanunlara dayal\u0131 s\u00f6zle\u015fmeli personel i\u00e7in de bu sistemin benimsenebilece\u011fini ifade eden Y\u0131lanc\u0131, bu durumun hem \u00e7al\u0131\u015fma bar\u0131\u015f\u0131n\u0131 sa\u011flayaca\u011f\u0131n\u0131 hem de personelin performans\u0131n\u0131 ve motivasyonunu art\u0131raca\u011f\u0131n\u0131 belirtti. Y\u0131lanc\u0131, s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u201cNeticede kurumsal hizmet kalitesi artacakt\u0131r. Yetenekli ve \u00fcst\u00fcn vas\u0131flara sahip olmas\u0131na ra\u011fmen s\u00f6zle\u015fmeli personelin kariyer planlamas\u0131 yapmas\u0131 ve gelece\u011fe dair hedef belirmesi m\u00fcmk\u00fcn de\u011fil. Bu da \u00e7al\u0131\u015fanlar\u0131n yeteneklerinin k\u00f6relmesi demektir. Kamuda g\u00f6revli vas\u0131fl\u0131 personelin kendini geli\u015ftirmesinin \u00f6n\u00fc a\u00e7\u0131lmal\u0131.\u201d<\/p>\n<p>\u201cYard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 kald\u0131r\u0131lmal\u0131d\u0131r\u201d<\/p>\n<p>Kamuda yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131nda ya\u015fanan ma\u011fduriyetlere ili\u015fkin konu\u015fan Y\u0131lanc\u0131, \u201dYard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 kald\u0131r\u0131lmal\u0131, bu s\u0131n\u0131ftakiler \u00f6\u011frenim durumlar\u0131na uygun kadrolara atanmal\u0131 veya genel idare hizmetleri s\u0131n\u0131f\u0131 kapsam\u0131na al\u0131nmal\u0131d\u0131r. 1965 y\u0131l\u0131ndan kalan yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 art\u0131k miad\u0131n\u0131 doldurmu\u015ftur. Eskiden e\u011fitim seviyesi d\u00fc\u015f\u00fck olan personelin yer ald\u0131\u011f\u0131 bu s\u0131n\u0131fta art\u0131k \u00fcniversite mezunu hatta 2. lisans e\u011fitimini yapanlar dahi var. Yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131ndakilerin yerine getirdi\u011fi hizmetlerin hizmet al\u0131m\u0131 yoluyla \u015firketlere g\u00f6rd\u00fcr\u00fclmesi m\u00fcmk\u00fcn hale getirildi. Hatta ge\u00e7ti\u011fimiz y\u0131l ta\u015feron olarak bilinen bu kapsamdaki yakla\u015f\u0131k 900 bin personel i\u015f\u00e7i kadrolar\u0131na ge\u00e7irildi. Bu da g\u00f6stermektedir ki 1965 y\u0131l\u0131 \u015fartlar\u0131nda bir ihtiya\u00e7 olan bu hizmet s\u0131n\u0131f\u0131na g\u00fcn\u00fcm\u00fczde ihtiya\u00e7 kalmam\u0131\u015ft\u0131r. Yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131ndaki personel ek g\u00f6stergeden yararlanamamakta ve pek \u00e7ok bak\u0131mdan ma\u011fdur edilmektedir.
