D\u00fcnya vazge\u00e7miyor aksine daha b\u00fcy\u00fck bir at\u0131l\u0131m i\u00e7in g\u00fcn say\u0131yor.  Bunun en \u00f6nemli kan\u0131t\u0131 planlanan reakt\u00f6r say\u0131s\u0131d\u0131r. D\u00fcnyada \u015fu anda 31 \u00fclkede  i\u015fletmede olan 450, 17 \u00fclkede in\u015faat halinde 55, yap\u0131m\u0131 planlanan ise 113 reakt\u00f6r  bulunuyor. \u00d6rne\u011fin \u00c7in\u2019de 11 in\u015faat halinde n\u00fckleer santral var, 41 n\u00fckleer santral  daha planlan\u0131yor. ABD\u2019de 2 santral in\u015faat halinde, 14\u2019\u00fc planlan\u0131yor. Japonya\u2019da 2  santral in\u015faat halinde, 9 da planlanan santral var&#8221; ifadelerini kulland\u0131.<\/p>\n<p>&#8220;En d\u00fc\u015f\u00fck sera gaz\u0131, s\u0131f\u0131r g\u00fcr\u00fclt\u00fc, s\u0131f\u0131r toz&#8221;<\/p>\n<p>&#8220;N\u00fckleer enerji en d\u00fc\u015f\u00fck sera gaz\u0131 sal\u0131n\u0131m\u0131, en d\u00fc\u015f\u00fck tar\u0131m alan\u0131 kullan\u0131m\u0131, s\u0131f\u0131r g\u00fcr\u00fclt\u00fc ve s\u0131f\u0131r toz kirlili\u011fi, vah\u015fi ya\u015fama en alt seviye m\u00fcdahalesi ile \u00e7evre dostudur&#8221; diyen T\u00fcrkmen, \u015f\u00f6yle devam etti: &#8220;1 kW saat enerji \u00fcretmek i\u00e7in r\u00fczgar ve n\u00fckleer 12 g, hidroelektrik 24 g, jeotermal 38 g, g\u00fcne\u015f 48 g, biyo-yak\u0131t 230 g, do\u011falgaz 490 g ve  k\u00f6m\u00fcr 820 g karbondioksit gaz\u0131 \u00fcretir. N\u00fckleer, en \u00e7evreci enerji t\u00fcr\u00fcd\u00fcr. Tar\u0131m  arazilerinin verimli kullan\u0131lmas\u0131 a\u00e7\u0131s\u0131ndan en d\u00fc\u015f\u00fck ayak izi ile n\u00fckleer bir ad\u0131m \u00f6ne \u00e7\u0131kmaktad\u0131r. 1 MWe ba\u015f\u0131na n\u00fckleer, k\u00f6m\u00fcr ve do\u011fal gaz yakla\u015f\u0131k 12 futbol sahas\u0131,  g\u00fcne\u015f 45 futbol sahas\u0131, r\u00fczgar 70 futbol sahas\u0131 ve hidroelektrik 315 futbol sahas\u0131 alan  kullan\u0131r. \u0130n\u015faat a\u015famas\u0131 hari\u00e7 n\u00fckleer santraller, r\u00fczgar t\u00fcrbinleri gibi g\u00fcr\u00fclt\u00fc kirlili\u011fi  yapmaz. Ayr\u0131ca, k\u00f6m\u00fcr santralleri gibi k\u00fcl ve benzeri zehirli toz kirlili\u011fine neden olmaz.&#8221;<\/p>\n<p>&#8220;Tasar\u0131mlara geli\u015fmi\u015f g\u00fcvenlik teknolojileri eklendi&#8221;<\/p>\n<p>N\u00fckleer enerjiyle ilgili tart\u0131\u015fmalarda s\u0131k s\u0131k \u00c7ernobil kazas\u0131n\u0131n da g\u00fcndeme getirildi\u011fini  vurgulayan T\u00fcrkmen, bunun da bir \u015fehir efsanesi oldu\u011funu belirtti. \u00c7ernobil kazas\u0131n\u0131n  ger\u00e7ekle\u015fti\u011fi d\u00f6nemde, n\u00fckleer reakt\u00f6r tasar\u0131mlar\u0131n\u0131n, reakt\u00f6r kab\u0131 d\u0131\u015f\u0131nda \u00e7evreye  radyasyon s\u0131z\u0131nt\u0131lar\u0131n\u0131 \u00f6nleyecek \u2018koruma kab\u0131\u2019 gibi ek g\u00fcvenlik \u00f6nlemlerine sahip  olmad\u0131\u011f\u0131n\u0131 vurgulayan T\u00fcrkmen, \u201cKazan\u0131n ard\u0131ndan yeni reakt\u00f6r tasar\u0131mlar\u0131nda aktif ve  pasif yeni g\u00fcvenlik \u00f6nlemlerinin al\u0131nmas\u0131 gerekti\u011fi anla\u015f\u0131ld\u0131. Bu ama\u00e7la, koruma kab\u0131  tasar\u0131m\u0131, kendinden g\u00fcvenli yak\u0131t t\u00fcrleri, so\u011futma pompalar\u0131 olmadan do\u011fal dola\u015f\u0131ml\u0131  so\u011futma sistemleri gibi geli\u015fmi\u015f g\u00fcvenlik sistemleri reakt\u00f6r tasar\u0131mlar\u0131na eklendi.  Al\u0131nan \u00f6nlemlerinin tamam\u0131 sadece \u00c7ernobil tipi bir kazan\u0131n \u00f6nlenmesine y\u00f6nelik  olmay\u0131p, tasar\u0131m tabanl\u0131 b\u00fct\u00fcn kazalar\u0131n \u00e7evreye etkisini en aza indirmeyi ama\u00e7lar. Bu  nedenle, \u00c7ernobil benzeri bir kazan\u0131n olmas\u0131, yeni nesil g\u00fcvenlik sistemleri ile pek  m\u00fcmk\u00fcn de\u011fildir. Al\u0131nan g\u00fcvenlik \u00f6nlemleri ile bug\u00fcn benzer bir kazan\u0131n olma olas\u0131l\u0131\u011f\u0131,  10 binde 1\u2019den 10 milyonda 1\u2019e d\u00fc\u015fm\u00fc\u015ft\u00fcr\u201d diye konu\u015ftu.<\/p>\n<p>&#8220;Fuku\u015fima\u2019dan da ders al\u0131nd\u0131&#8221;<\/p>\n<p>T\u00fcrkmen, Fuku\u015fima kazas\u0131 ile ilgili de \u015funlar\u0131 s\u00f6yledi: &#8220;Fuku\u015fima tam olarak bir  \u2018tasar\u0131m \u00f6tesi\u2019 kazas\u0131d\u0131r. Bu reakt\u00f6rler, b\u00f6lgedeki depremlerin tarihsel geli\u015fimine ve  b\u00f6lgenin jeolojik yap\u0131s\u0131na g\u00f6re yakla\u015f\u0131k 10 metre y\u00fcksekli\u011finde tsunami dalgas\u0131 \u00fcreten en y\u00fcksek 8-9 \u015fiddetinde bir depreme g\u00f6re tasarlanm\u0131\u015ft\u0131r. Ancak reakt\u00f6rler, beklenenin  \u00e7ok \u00f6tesinde 14-15 metre y\u00fcksekli\u011finde tsunami dalgas\u0131 \u00fcreten 9.1 \u015fiddetinde depreme maruz kalm\u0131\u015ft\u0131r. Yani reakt\u00f6r, kendi d\u00f6neminde b\u00fct\u00fcn olas\u0131 kaza senaryolar\u0131 g\u00f6z \u00f6n\u00fcnde tutularak tasarlanm\u0131\u015f olmas\u0131na ra\u011fmen, tasar\u0131m s\u00fcrecinde \u00f6ng\u00f6r\u00fclmeyen bir olay ile kar\u015f\u0131la\u015fm\u0131\u015ft\u0131r. Bu kazay\u0131 takiben n\u00fckleer sekt\u00f6r, tasar\u0131m \u00f6tesi kazalar\u0131n da \u00f6nlenmesine y\u00f6nelik tasar\u0131mlar\u0131n\u0131 yeniden g\u00f6zden ge\u00e7irmeye ba\u015flam\u0131\u015ft\u0131r. \u00d6rne\u011fin, beklenenden daha y\u00fcksek bir tsunami dalgas\u0131 i\u00e7in dizel jenerat\u00f6rler dalgalar\u0131n hi\u00e7bir \u015fekilde ula\u015famayaca\u011f\u0131 bir y\u00fcksekli\u011fe konumland\u0131r\u0131lm\u0131\u015ft\u0131r. Benzer bi\u00e7imde \u00fclkemize kurulan Rus tipi Nesil 3 + VVER 1200 Akkuyu NGS\u2019de de tasar\u0131m tabanl\u0131 kazalar\u0131n \u00f6nlenmesi i\u00e7in \u00e7ok y\u00f6nl\u00fc ve karma\u015f\u0131k aktif ve pasif g\u00fcvenlik sistemlerini i\u00e7eren derinlemesine g\u00fcvenlik anlay\u0131\u015f\u0131 kullan\u0131lm\u0131\u015ft\u0131r. Yine VVER 1200\u2019de tasar\u0131m \u00f6tesi kazalar\u0131n \u00f6n\u00fcne ge\u00e7ebilmek i\u00e7in reakt\u00f6r tasar\u0131m\u0131, Akkuyu b\u00f6lgesinde bug\u00fcne kadar ger\u00e7ekle\u015fmi\u015f deprem, tsunami, kas\u0131rga gibi \u00e7e\u015fitli do\u011fal afetler g\u00f6z \u00f6n\u00fcne al\u0131narak geli\u015fmi\u015f g\u00fcvenlik teknolojileri ile donat\u0131lm\u0131\u015ft\u0131r.
