Ba\u015fkanlar Kurulu toplant\u0131s\u0131 yap\u0131ld\u0131. Ba\u015fta toplu s\u00f6zle\u015fme s\u00fcreci olmak \u00fczere e\u011fitime ili\u015fkin pek \u00e7ok konunun g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fc toplant\u0131da, e\u011fitim y\u00f6netiminde liyakat ve kariyer sistemine ili\u015fkin \u00e7al\u0131\u015fma yap\u0131lmas\u0131 talebi bir kez daha dile getirildi. E\u011fitim-Bir-Sen, 2 Kas\u0131m 2017 tarihinde E\u011fitim Y\u00f6neticileri Komisyonu, \u00d6\u011fretmenler Komisyonu, Maarif M\u00fcfetti\u015fleri Komisyonu, \u015eube Ba\u015fkanlar\u0131 Komisyonundan olu\u015fan d\u00f6rt \u00e7al\u0131\u015ftay, akademik ara\u015ft\u0131rmalar ve uluslararas\u0131 iyi uygulama \u00f6rneklerinin incelenmesi sonucunda haz\u0131rlanan \u201cE\u011fitim Y\u00f6netiminde Liyakat ve Kariyer Sistemi\u201d ba\u015fl\u0131kl\u0131 raporu kamuoyuyla payla\u015fm\u0131\u015f, nitelikli e\u011fitim i\u00e7in yeterlilik d\u00fczeyi y\u00fcksek e\u011fitim y\u00f6neticisi ihtiyac\u0131 g\u00f6zetilerek e\u011fitim y\u00f6neticisi yeti\u015ftirme, g\u00f6revlendirme, yer de\u011fi\u015ftirme ve g\u00f6revden alma hususlar\u0131na ili\u015fkin kapsaml\u0131, kal\u0131c\u0131 ve s\u00fcrd\u00fcr\u00fclebilir bir model olu\u015fturulmas\u0131n\u0131n art\u0131k bir zorunluluk h\u00e2line geldi\u011fine dikkat \u00e7ekmi\u015fti.<\/p>\n<p>\u201cY\u00fcr\u00fct\u00fclebilir ve kal\u0131c\u0131 bir y\u00f6netici g\u00f6revlendirme sisteminin kurulmas\u0131 olmazsa olmazd\u0131r\u201d<\/p>\n<p>Aradan bunca zaman ge\u00e7mesine ra\u011fmen konuyla ilgili bir ad\u0131m\u0131n at\u0131lmamas\u0131n\u0131 anlaman\u0131n m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 ifade edilerek, y\u00fcr\u00fct\u00fclebilir ve kal\u0131c\u0131 bir y\u00f6netici g\u00f6revlendirme sisteminin kurulmas\u0131n\u0131n da olmazsa olmaz oldu\u011fu vurguland\u0131. G\u00fcn\u00fcm\u00fczde T\u00fcrkiye\u2019nin e\u011fitim sisteminde herhangi bir e\u011fitim lideri yeti\u015ftirme politikas\u0131n\u0131n varl\u0131\u011f\u0131ndan s\u00f6z edilemeyece\u011fi belirtilerek, T\u00fcrkiye\u2019nin e\u011fitim sisteminin en zay\u0131f y\u00f6nlerinden birinin e\u011fitim y\u00f6neticili\u011fi olmas\u0131n\u0131n da s\u00fcrpriz olmad\u0131\u011f\u0131 kaydedildi. Ba\u015fkanlar kurulu toplant\u0131s\u0131nda, e\u011fitim kurumu y\u00f6neticilerinin kariyer ve liyakat ilkesi \u00e7er\u00e7evesinde kazan\u0131lm\u0131\u015f haklar\u0131n\u0131n korundu\u011fu, e\u011fitim y\u00f6neticili\u011finde ilerleme haklar\u0131n\u0131n tesis edildi\u011fi, kendilerini \u00f6\u011fretmenleri, e\u011fitim personelini ve kurumlar\u0131n\u0131 de\u011fi\u015fim, d\u00f6n\u00fc\u015f\u00fcm ve geli\u015fime haz\u0131rlayacak haklar, yetkiler ve imk\u00e2nlarla te\u00e7hiz edildi\u011fi, idareci olman\u0131n \u00f6tesinde \u2018e\u011fitim lideri\u2019 olmas\u0131 beklentisini kar\u015f\u0131layacak s\u00fcrd\u00fcr\u00fclebilir bir e\u011fitim kurumu y\u00f6neticili\u011fi sisteminin in\u015fa edilmesi gerekti\u011fi ifade edildi.<\/p>\n<p>Ba\u015fkanlar kurulu toplant\u0131s\u0131 sonu\u00e7 bildirgesi<\/p>\n<p>Toplu s\u00f6zle\u015fme, \u00f6\u011fretmen atama ve yer de\u011fi\u015ftirme, liyakat ve kariyer sistemi talebi, s\u00f6zle\u015fmeli \u00f6\u011fretmenlerin beklentileri, 3600 ek g\u00f6sterge, yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 \u00e7al\u0131\u015fanlar\u0131n\u0131n genel idare hizmetleri s\u0131n\u0131f\u0131na al\u0131nmas\u0131 gibi bir\u00e7ok konunun g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fc toplant\u0131da \u015fu kararlar al\u0131nd\u0131:<\/p>\n<p>\u201c- E\u011fitim-Bir-Sen olarak \u0131rk, dil, din, s\u0131n\u0131f gibi, hi\u00e7bir ayr\u0131m g\u00f6zetmeksizin devredilmez, vazge\u00e7ilmez temel insan haklar\u0131n\u0131n korunmas\u0131n\u0131 ve ya\u015fat\u0131lmas\u0131n\u0131 zorunlu de\u011ferler olarak telakki ediyor; hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fcne, adalete, hakkaniyete dayal\u0131 uluslararas\u0131 siyasal bir d\u00fczenin tesis edilmesini zaruri g\u00f6r\u00fcyoruz. D\u00fcnyan\u0131n bir\u00e7ok yerinde, tahamm\u00fcl s\u0131n\u0131rlar\u0131n\u0131 zorlayan ve sistemli olarak s\u00fcrd\u00fcr\u00fclen insan haklar\u0131 ihlallerini, insanlar\u0131 vatanlar\u0131ndan kopar\u0131p s\u0131\u011f\u0131nmac\u0131 veya m\u00fclteci durumuna d\u00fc\u015f\u00fcren s\u00f6m\u00fcr\u00fc d\u00fczenini, zulm\u00fcn her \u00e7e\u015fidini ve bunlar\u0131n sorumlular\u0131n\u0131 lanetliyoruz.<\/p>\n<p>&#8211; 31 Mart 2019 tarihinde yap\u0131lan yerel se\u00e7imler sonras\u0131nda baz\u0131 belediyelerdeki i\u015f g\u00fcvencesinin b\u00fct\u00fcn y\u00f6nleriyle ihlal edilmesi sonucunu do\u011furan, kamu \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik i\u015ften \u00e7\u0131karma, g\u00f6revden alma, s\u00f6zle\u015fmesini sona erdirme, s\u00fcrg\u00fcn, ge\u00e7ici g\u00f6revlendirme ve g\u00f6rev tan\u0131mlar\u0131na ayk\u0131r\u0131 faaliyetlerde bulunmaya zorlama \u015feklindeki haks\u0131z ve hukuksuz kararlara ve uygulamalara kar\u015f\u0131 yetkilileri g\u00f6reve, kamuoyunu tepki g\u00f6stermeye davet ediyoruz. Anayasa, yasalar ve uluslararas\u0131 s\u00f6zle\u015fmeler taraf\u0131ndan teminat alt\u0131na al\u0131nan haklar\u0131n ayaklar alt\u0131na al\u0131nmas\u0131na, i\u015f bar\u0131\u015f\u0131n\u0131n ve huzurunun bozulmas\u0131na, sendikal bask\u0131 kurulmas\u0131na, belediye \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik tehdit ve \u015fantaja imk\u00e2n verilmesine kar\u015f\u0131 \u00e7al\u0131\u015fanlar\u0131n lehine duru\u015fumuzu kararl\u0131l\u0131kla s\u00fcrd\u00fcrecek, eylemlerine destek olmaya devam edece\u011fiz.<\/p>\n<p>&#8211; 5. d\u00f6nem toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinde kamu i\u015fvereni s\u0131fat\u0131yla toplu s\u00f6zle\u015fme masas\u0131na oturacak olan siyasi irade, b\u00fct\u00e7e k\u0131s\u0131tlar\u0131 mazeretini ileri s\u00fcrerek kamu g\u00f6revlilerinin \u00f6zl\u00fck haklar\u0131na ili\u015fkin taleplerine duyars\u0131z kalmamal\u0131, toplu s\u00f6zle\u015fmeyi refah\u0131n adil payla\u015f\u0131m\u0131 i\u00e7in f\u0131rsat olarak g\u00f6rd\u00fc\u011f\u00fcn\u00fc ispatlayacak bir anlay\u0131\u015f ve i\u00e7erikle hareket etmelidir.<\/p>\n<p>&#8211; E\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n mali ve sosyal haklar\u0131n\u0131n geli\u015ftirilmesinin, mevcut sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fclmesinin, \u00fclkemizin kalk\u0131nmas\u0131nda anahtar fakt\u00f6r olan e\u011fitimin kalitesinin art\u0131r\u0131lmas\u0131nda ba\u015fat etken oldu\u011fu unutulmamal\u0131d\u0131r. Kamu i\u015fveren heyeti toplu s\u00f6zle\u015fme s\u00fcrecinde bu eksende hareket etmeli; \u2018say\u0131sal \u00e7o\u011funluk\u2019 mazeretine s\u0131\u011f\u0131narak taleplere duyars\u0131z kalman\u0131n, \u00fcstesinden gelinemeyecek toplumsal maliyetlere neden olaca\u011f\u0131 bilinmelidir.<\/p>\n<p>&#8211; 3600 ek g\u00f6sterge ile ilgili verilen s\u00f6z\u00fcn gere\u011fi bir an evvel yerine getirilmeli; meslek gruplar\u0131 bazl\u0131 de\u011fil, memnuniyet katsay\u0131s\u0131n\u0131 art\u0131racak, t\u00fcm e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131 kapsayacak bir ek g\u00f6sterge art\u0131\u015f\u0131 i\u00e7in d\u00fczenleme yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; Milli E\u011fitim Bakanl\u0131\u011f\u0131, 2023 E\u011fitim Vizyonu \u00e7er\u00e7evesinde yapmay\u0131 tasarlad\u0131\u011f\u0131 de\u011fi\u015fim ve d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7lerinde \u00f6\u011fretmenleri ve \u00f6\u011frencileri do\u011frudan ilgilendiren konularda ortaya \u00e7\u0131kacak pozitif ve negatif durumlar\u0131n \u00e7ok iyi hesaplanabilmesi i\u00e7in sahada olan, emek veren, ter d\u00f6ken, i\u015fin i\u00e7inde yo\u011frulan t\u00fcm payda\u015flar\u0131 s\u00fcrece d\u00e2hil etmeli; bir dokunu\u015fun bin hayk\u0131r\u0131\u015fa sebep olacak isabetsiz ad\u0131mlardan ka\u00e7\u0131nmal\u0131d\u0131r.<\/p>\n<p>&#8211; E\u011fitim, \u015fiddeti ortadan kald\u0131racak bir enstr\u00fcman olarak tavsif edilirken, \u015fiddetin e\u011fitimi tehdit ve tahdit eder boyuta ula\u015fmas\u0131, bunun gelece\u011fimizi tehlikeye sokacak boyuta do\u011fru t\u0131rman\u0131yor olmas\u0131, e\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik \u015fiddete kar\u015f\u0131 ivedi, acil ve k\u00f6kl\u00fc bir \u00e7\u00f6z\u00fcm getirmeyi zaruri k\u0131lmaktad\u0131r. Her ge\u00e7en g\u00fcn y\u00f6n\u00fcn\u00fc biraz daha kaybeden; sayg\u0131, sevgi, ho\u015fg\u00f6r\u00fc ve sab\u0131r gibi de\u011ferlerimizi \u00f6rseleyen \u015fiddetin toplumun hayat\u0131ndan topyek\u00fbn \u00e7\u0131kmas\u0131, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n bir daha \u015fiddetin kurban\u0131 olmamas\u0131 i\u00e7in cayd\u0131r\u0131c\u0131 h\u00fck\u00fcmler i\u00e7eren bir yasal d\u00fczenleme derhal \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; \u00d6\u011fretmenlik Meslek Kanunu\u2019nun \u00e7\u0131kar\u0131lmas\u0131 konusunda verilen s\u00f6z\u00fcn gere\u011fi yerine getirilmeli; \u00f6\u011fretmenlerimizin kazan\u0131lm\u0131\u015f haklar\u0131n\u0131 koruyacak, mesleki itibar\u0131na yat\u0131r\u0131m yapacak, \u00f6zl\u00fck haklar\u0131nda hak etti\u011fi iyile\u015ftirmeleri ger\u00e7ekle\u015ftirecek, \u00f6\u011fretmenli\u011fi bir kariyer mesle\u011fi olarak tan\u0131mlay\u0131p \u015fekillendirecek, mesleki \u00f6zerkli\u011fi tesis edecek, mesleki yetkinlik ve beceriyi s\u00fcrekli geli\u015ftirecek bir meslek kanunu daha fazla zaman ge\u00e7irilmeden \u00e7\u0131kar\u0131lmal\u0131; bu ad\u0131m, e\u011fitim sisteminde planlanan de\u011fi\u015fim ve d\u00f6n\u00fc\u015f\u00fcmden ar\u00ee d\u00fc\u015f\u00fcn\u00fclmemelidir.<\/p>\n<p>&#8211; S\u00f6zle\u015fmeli \u00f6\u011fretmenlerimizin sorunlar\u0131na k\u0131smi \u00e7\u00f6z\u00fcm getiren \u2018hizmet s\u00fcresini 4 y\u0131ldan 3 y\u0131la, kadroya atanma sonras\u0131 yer de\u011fi\u015fikli\u011fi talep s\u00fcrelerini 2 y\u0131ldan 1 y\u0131la indiren\u2019 yasal d\u00fczenleme, \u00f6nemli bir ad\u0131m olmakla birlikte, ge\u00e7ici bir \u00e7\u00f6z\u00fcmd\u00fcr. Nihai \u00e7\u00f6z\u00fcm kadrolu istihdam, istihdamda g\u00fc\u00e7l\u00fck \u00e7ekilen b\u00f6lgelerin kadro istikrar\u0131n\u0131n re\u00e7etesi ise te\u015fviki uygulamalard\u0131r.<\/p>\n<p>&#8211; S\u00f6zle\u015fmeli \u00f6\u011fretmenler i\u00e7in yap\u0131lan 3+1 d\u00fczenlemesine ek olarak, 2019 A\u011fustos ay\u0131n\u0131 da kapsayacak \u015fekilde e\u015f mazereti tayin hakk\u0131 tan\u0131nmal\u0131d\u0131r.<\/p>\n<p>&#8211; E\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n atama ve yer de\u011fi\u015ftirme s\u00fcre\u00e7leri, g\u00fcn\u00fcbirlik kararlardan azade belirlilik, idari istikrar ve g\u00fcvenilirlik ilkeleri \u00e7er\u00e7evesinde ma\u011fduriyetleri \u00f6nleyecek, adalet ve hakkaniyeti tesis edecek, \u2018\u00f6\u011fretmensiz s\u0131n\u0131f kalmamas\u0131\u2019 ile \u2018\u00f6\u011fretmenlerin yer de\u011fi\u015fikli\u011fi haklar\u0131n\u0131n tesisi\u2019 aras\u0131ndaki dengeyi kuracak \u015fekilde kal\u0131c\u0131 bir d\u00fczenlemeye kavu\u015fturulmal\u0131d\u0131r.<\/p>\n<p>&#8211; E\u011fitim kurumu y\u00f6neticilerinin, kariyer ve liyakat ilkesi \u00e7er\u00e7evesinde, kazan\u0131lm\u0131\u015f haklar\u0131n\u0131n korundu\u011fu, e\u011fitim y\u00f6neticili\u011finde ilerleme haklar\u0131n\u0131n tesis edildi\u011fi, kendilerini, \u00f6\u011fretmenleri, e\u011fitim personelini ve kurumlar\u0131n\u0131 de\u011fi\u015fim, d\u00f6n\u00fc\u015f\u00fcm ve geli\u015fime haz\u0131rlayacak haklar, yetkiler ve imk\u00e2nlarla te\u00e7hiz edildi\u011fi, idareci olman\u0131n \u00f6tesinde \u2018e\u011fitim lideri\u2019 olmas\u0131 beklentisini kar\u015f\u0131layacak s\u00fcrd\u00fcr\u00fclebilir bir e\u011fitim kurumu y\u00f6neticili\u011fi sistemi in\u015fa edilmelidir.<\/p>\n<p>&#8211; E\u011fitim kurumlar\u0131n\u0131n y\u00f6neticisi, \u00f6\u011fretmeni, \u00f6\u011frencisi ve di\u011fer e\u011fitim \u00e7al\u0131\u015fanlar\u0131yla bir b\u00fct\u00fcn oldu\u011fu ger\u00e7e\u011finden hareketle, \u015fef, memur ve hizmetli e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n e\u011fitimin niteli\u011finin art\u0131r\u0131lmas\u0131, e\u011fitim kurumlar\u0131ndan beklentinin kar\u015f\u0131lanmas\u0131, e\u011fitim hizmetinin sorunsuz i\u015flemesi alanlar\u0131ndaki vazge\u00e7ilmez rol\u00fc g\u00f6z \u00f6n\u00fcne al\u0131nmal\u0131; \u00f6zl\u00fck haklar\u0131 iyile\u015ftirilmelidir.<\/p>\n<p>&#8211; 4\/C stat\u00fcs\u00fcnden s\u00f6zle\u015fmeli personel stat\u00fcs\u00fcne ge\u00e7irilen, ancak \u00f6zl\u00fck haklar\u0131 itibar\u0131yla s\u00f6zle\u015fmeli personelin sahip oldu\u011fu haklardan mahrum edilen personel arafta b\u0131rak\u0131lmamal\u0131, memur kadrolar\u0131na ge\u00e7irilmeli, \u00f6zl\u00fck haklar\u0131nda iyile\u015ftirme yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; \u00d6\u011fretmen ihtiyac\u0131n\u0131 kadrolu istihdamla kar\u015f\u0131lamayan ve yer de\u011fi\u015ftirme sistemini do\u011fru uygulamayan anlay\u0131\u015f\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 \u00fccretli \u00f6\u011fretmenlik gibi ge\u00e7ici istihdam t\u00fcrlerine son verilmeli, e\u011fitimin niteli\u011fi palyatif \u00e7\u00f6z\u00fcmlere mahk\u00fbm edilmemeli;
