E\u011fitim-Bir-Sen ve Memur-Sen Genel Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n, e\u011fitimde sorunlar\u0131 g\u00f6rmenin yetmedi\u011fini, sorunlar\u0131 \u00e7\u00f6zmek gerekti\u011fini belirterek, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n e\u011fitimin asli unsuru oldu\u011funu s\u00f6yledi.<\/p>\n<p>E\u011fitim-Bir-Sen 8. B\u00f6lge Toplant\u0131s\u0131\u2019nda konu\u015fan E\u011fitim-Bir-Sen ve Memur-Sen Genel Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n sorunlar\u0131 tam manas\u0131yla \u00e7\u00f6z\u00fclmedik\u00e7e sistem ne kadar iyi olursa olsun istenilen ba\u015far\u0131n\u0131n elde edilemeyece\u011fini, hedeflerin tutturulamayaca\u011f\u0131n\u0131 belirtti. Yal\u00e7\u0131n, \u201cO nedenle e\u011fitim politikas\u0131n\u0131n ilk s\u0131ras\u0131na e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n memnuniyeti, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n temel sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc ve talepleri konulmal\u0131d\u0131r\u201d dedi.<\/p>\n<p>Yal\u00e7\u0131n,\u201cBiz, 2023 E\u011fitim Vizyonu Belgesi\u2019nin sorunlar\u0131 g\u00f6rd\u00fc\u011f\u00fcn\u00fc ve tespit etti\u011fini ifade ettik. \u2018Ba\u015fl\u0131klar tamam, bo\u015fluklar da tamamlans\u0131n\u2019 dedik. Ama gelinen noktada g\u00f6r\u00fcyoruz ki ba\u015fl\u0131klardan hi\u00e7birine \u00e7entik at\u0131lmam\u0131\u015f, bo\u015fluklar da tamamlanmam\u0131\u015f. Dolay\u0131s\u0131yla e\u011fitim \u00e7al\u0131\u015fanlar\u0131, temel sorunlar\u0131 bak\u0131m\u0131ndan sab\u0131r kotas\u0131n\u0131 t\u00fcketmi\u015f, talepleri bak\u0131m\u0131ndan umut s\u0131n\u0131r\u0131n\u0131n sonuna gelmi\u015ftir\u201d ifadelerini kulland\u0131.<\/p>\n<p>Yal\u00e7\u0131n, daha fazla zaman ge\u00e7irilmeden el at\u0131lmas\u0131, \u00e7\u00f6z\u00fcme kavu\u015fturulmas\u0131 gereken pek \u00e7ok sorun bulundu\u011funu ifade ederek, \u201cAnayasal ve yasal haklar\u0131 k\u0131s\u0131tlanm\u0131\u015f, aile b\u00fct\u00fcnl\u00fc\u011f\u00fc bozulmu\u015f s\u00f6zle\u015fmeli \u00f6\u011fretmenler kadroya ge\u00e7irilmeli ve s\u00f6zle\u015fmeli istihdamdan derhal vazge\u00e7ilmelidir. Y\u00fcz binlerce \u00f6\u011fretmen aday\u0131 atanmay\u0131 beklerken, \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131, ucuz i\u015f g\u00fcc\u00fc olarak g\u00f6r\u00fclen, \u00fccretli \u00f6\u011fretmenlerle kapatmaya \u00e7al\u0131\u015fmak kabul edilemezdir. \u00dccretli \u00f6\u011fretmenlik, insan haklar\u0131na ve \u00e7al\u0131\u015fma ahlak\u0131na ayk\u0131r\u0131 bir uygulamad\u0131r\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>\u201cKurum y\u00f6neticili\u011fi ikincil g\u00f6rev kapsam\u0131ndan \u00e7\u0131kar\u0131lmal\u0131, m\u00fcnhas\u0131r bir kadro verilmelidir\u201c diyen Yal\u00e7\u0131n, \u201cKurum y\u00f6neticili\u011finin ikincil g\u00f6rev kapsam\u0131ndan \u00e7\u0131kar\u0131lmas\u0131, y\u00f6neticilere m\u00fcnhas\u0131r bir kadro ihdas edilmesi gerekir. E\u011fitim y\u00f6netiminde liyakat ve kariyer esaslar\u0131na uygun bir sistem hayata ge\u00e7irilmelidir. \u00d6\u011fretmenlik Meslek Kanunu \u00e7\u0131kar\u0131lmal\u0131; \u00f6\u011fretmenlik, kariyer mesle\u011fi h\u00e2line getirilmeli ve b\u00f6ylece mesle\u011fin sayg\u0131nl\u0131\u011f\u0131 art\u0131r\u0131lmal\u0131d\u0131r. Okullara yeterli \u00f6denek verilmeli, okul y\u00f6neticileri finansman bulma t\u00f6hmetinden kurtar\u0131lmal\u0131d\u0131r, e\u011fitimin kalitesine yo\u011funla\u015fmalar\u0131 sa\u011flanmal\u0131d\u0131r. Ba\u011f\u0131\u015f tart\u0131\u015fmalar\u0131yla, y\u00f6neticilerle velileri kar\u015f\u0131 kar\u015f\u0131ya getiren, y\u00f6neticilerin enerjisini emen \u00f6denek sorunu bir an evvel \u00e7\u00f6z\u00fclmelidir \u201ddedi.<\/p>\n<p>Atama ve yer de\u011fi\u015ftirme takviminin \u00fcretti\u011fi sorunlar\u0131n giderilmesi gerekti\u011fini kaydeden Yal\u00e7\u0131n, \u201cSorun \u00fcreten uygulamalar g\u00f6zden ge\u00e7irilmeli. Atama ve yer de\u011fi\u015ftirme takviminin \u00fcretti\u011fi sorunlara \u00e7\u00f6z\u00fcm bulunmal\u0131d\u0131r. Bakanl\u0131k, e\u011fitimin esas meselelerine odaklanmal\u0131; e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n taleplerini azami \u00f6l\u00e7\u00fcde kar\u015f\u0131layan, ma\u011fduriyetleri \u00f6nleyen, adil ve s\u00fcrd\u00fcr\u00fclebilir bir atama ve yer de\u011fi\u015ftirme politikas\u0131 izlemelidir\u201d diye konu\u015ftu.<\/p>\n<p>\u201cE\u011fitim bir b\u00fct\u00fcnd\u00fcr, hi\u00e7 kimsenin katk\u0131s\u0131, eme\u011fi yok say\u0131lamaz\u201d diyen Yal\u00e7\u0131n, \u201cEk ders esaslar\u0131ndaki adaletsizliklerin giderilmesi, ek ders \u00fccretlerinin art\u0131r\u0131lmas\u0131, e\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik giderek artan \u015fiddetin \u00f6nlenmesi i\u00e7in cayd\u0131r\u0131c\u0131 tedbirlerin al\u0131nmas\u0131, bakanl\u0131\u011f\u0131n bu konuda \u00f6nc\u00fc rol \u00fcstlenmesi, ba\u015fta hizmetli, memur, \u015fefler olmak \u00fczere genel idare hizmetleri ve yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 personelinin mali ve \u00f6zl\u00fck haklar\u0131nda iyile\u015ftirmeler yap\u0131lmas\u0131 gerekir. Nitekim e\u011fitim bir b\u00fct\u00fcnd\u00fcr. Akademik y\u00fckselmede adil bir sistem tesis edilmelidir. Kadro al\u0131mlar\u0131nda keyf\u00eelik ortadan kald\u0131r\u0131lmal\u0131, norm kadro uygulamas\u0131ndan do\u011fan ma\u011fduriyetler giderilmelidir. \u0130dari personel, akademik personele tan\u0131nan y\u00fcksek\u00f6\u011fretim tazminat\u0131, geli\u015ftirme \u00f6dene\u011fi gibi temel baz\u0131 mali ve sosyal haklardan faydaland\u0131r\u0131lmal\u0131d\u0131r. \u00dcniversitelerimizde ayn\u0131 stat\u00fcye sahip personel aras\u0131nda liyakat ve kariyer ilkeleri \u00e7er\u00e7evesinde adalete ve hakkaniyete uygun g\u00f6revde y\u00fckselmenin \u00f6n\u00fc a\u00e7\u0131lmal\u0131d\u0131r. \u00dcniversiteleraras\u0131 naklen atama ve yer de\u011fi\u015fikli\u011fine imk\u00e2n tan\u0131yan ulusal bir sisteme ihtiya\u00e7 vard\u0131r\u201d diye konu\u015ftu.<\/p>\n<p>\u201c\u00dc\u00e7 soruna dikkat \u00e7ektik, eylem karar\u0131 ald\u0131k\u201d<\/p>\n<p>E\u011fitim-Bir-Sen\u2019in tarihinin haks\u0131zl\u0131klar ve yasaklarla m\u00fccadele tarihi oldu\u011funu belirten Yal\u00e7\u0131n, s\u00f6zlerini \u015f\u00f6yle tamamlad\u0131:<\/p>\n<p>\u201cBiz m\u00fccadele azmini hi\u00e7bir zaman yitirmedik, yitirmeyece\u011fiz. Bu m\u00fccadele ruhu; bizi biz k\u0131lan, bize tevecc\u00fch\u00fcn sebebi olan, tarih ve medeniyetimizin y\u00fckledi\u011fi misyondur. Bu ama\u00e7la \u00fc\u00e7 ayakl\u0131 bir eylem plan\u0131 devreye koyduk. \u00dc\u00e7 temel sorunu etiketledik ve afi\u015fleyerek eylemimizi ilan ettik. 6 y\u0131ld\u0131r serbest k\u0131l\u0131k ve k\u0131yafet eylemi yap\u0131yoruz. Haftada birden fazla n\u00f6bet g\u00f6revini yerine getirmiyoruz. Mesai d\u0131\u015f\u0131 zorunlu mesleki \u00e7al\u0131\u015fmalara kat\u0131lm\u0131yoruz. Nice yasaklar\u0131, nice dayatmalar\u0131, sizlerin iradesiyle, lay\u0131k olduklar\u0131 yere, tarihin kirli \u00e7\u00f6p tenekesine yollad\u0131k. Kamusal alan yalan\u0131n\u0131 sizlerin b\u00fcy\u00fck azim ve gayretiyle toplad\u0131\u011f\u0131m\u0131z 12 milyon 300 bin imzayla tarihe g\u00f6md\u00fck. Bin y\u0131l s\u00fcrecek denen 28 \u015eubat vesayetini 10 y\u0131lda yok ettik. Turnikeleri de, onlar\u0131n fa\u015fist bek\u00e7ilerini de kald\u0131r\u0131p att\u0131k.
