Sosyo-ekonomik olarak dezavantajl\u0131 \u00e7ocuklar\u0131n okul \u00f6ncesi e\u011fitime eri\u015fmesi \u00fccretsiz olmal\u0131d\u0131r\u201d dedi.<\/p>\n<p>T\u00fcrkiye e\u011fitim sisteminin, \u00e7e\u015fitli g\u00f6stergelerle detayl\u0131 bir \u015fekilde veriye day\u0131l\u0131 olarak izleme ve de\u011ferlendirmesini i\u00e7eren \u201cE\u011fitime Bak\u0131\u015f 2019: \u0130zleme ve De\u011ferlendirme Raporu\u201d E\u011fitim Bir-Sen Sendikas\u0131 Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n, \u00d6l\u00e7me, Se\u00e7me ve Yerle\u015ftirme Merkezi (\u00d6SYM) Ba\u015fkan\u0131 Halis Ayg\u00fcn, Milli E\u011fitim Bakanl\u0131\u011f\u0131 (MEB) Orta\u00f6\u011fretim Genel M\u00fcd\u00fcr\u00fc Yusuf B\u00fcy\u00fck taraf\u0131ndan de\u011ferlendirildi. Memur Sen Binas\u0131nda yap\u0131lan toplant\u0131ya \u00e7ok say\u0131da e\u011fitimci kat\u0131ld\u0131.<\/p>\n<p>\u00d6SYM Ba\u015fkan\u0131 Halis Ayg\u00fcn, T\u00fcrk e\u011fitim sistemiyle ilgili en iyiye ula\u015fmak i\u00e7in raporun \u00f6nemine dikkat \u00e7ekti. Ayg\u00fcn, verilere dayal\u0131 \u00e7al\u0131\u015fmalar ve analizleri \u00f6nemsedi\u011fini belirterek, \u201cBurada sizlerle bir arada olmaktan dolay\u0131 mutlu oldu\u011fumu ifade etmek istiyorum. E\u011fitim Bir-Sen Sendikas\u0131, 4 y\u0131ld\u0131r e\u011fitime bak\u0131\u015f, y\u00fcksek\u00f6\u011fretime bak\u0131\u015f raporlar\u0131n\u0131 yay\u0131nl\u0131yor. E\u011fitim sistemimizle ilgili genel foto\u011fraf\u0131 kamuoyunun \u00f6n\u00fcne koyuyor. Bunlar e\u011fitim sistemimizde daha iyiyi yakalamak ve s\u00fcrekli iyile\u015ftirmeyi yakalamak ad\u0131na \u00f6nemli. \u0130lk ve orta\u00f6\u011fretimde 18 milyona yak\u0131n \u00f6\u011frencimiz var. Y\u00fcksek\u00f6\u011fretimdeyse 7 milyon 800 bin \u00f6\u011frencimiz var. Toplamda 25 milyonu a\u015fk\u0131n \u00f6\u011frencimiz, 1 milyonu a\u015fk\u0131n \u00f6\u011fretmenimiz, y\u00fcksek\u00f6\u011fretim kurumlar\u0131ndaysa yakla\u015f\u0131k 160 bin \u00f6\u011fretim eleman\u0131m\u0131z mevcut. Bakt\u0131\u011f\u0131n\u0131zda hacmi \u00e7ok y\u00fcksek bir e\u011fitim sistemimiz mevcut. O y\u00fczden veriye dayal\u0131 \u00e7al\u0131\u015fmalar ve analizler son derece \u00f6nemli. Sendikalar\u0131m\u0131z\u0131n bu t\u00fcr \u00e7al\u0131\u015fmalar yapmas\u0131n\u0131 \u00f6nemsiyoruz ve benimsiyoruz\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>E\u011fitim Bir-Sen Sendikas\u0131 Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n, rapora dair de\u011ferlendirmelerini payla\u015ft\u0131. Son y\u0131llarda T\u00fcrkiye\u2019de orta\u00f6\u011fretimden mezun oran\u0131n\u0131n artt\u0131\u011f\u0131n\u0131 fakat OECD \u00fclkeleri aras\u0131nda 25 ya\u015f alt\u0131 ve 25 ya\u015f \u00fcst\u00fc en az lise mezunu olma oran\u0131n\u0131n en d\u00fc\u015f\u00fck oldu\u011fu \u00fclkelerden biri oldu\u011funu aktararak, \u201cT\u00fcrkiye, son y\u0131llarda okul \u00f6ncesi e\u011fitimde okulla\u015fma oran\u0131n\u0131 art\u0131rmas\u0131na ra\u011fmen halen OECD \u00fclkeleri aras\u0131nda en d\u00fc\u015f\u00fck okulla\u015fma oran\u0131na sahip \u00fclkelerden biridir. T\u00fcrkiye\u2019nin okul \u00f6ncesi e\u011fitimde okulla\u015fma oran\u0131n\u0131 y\u00fckseltmesi i\u00e7in okul \u00f6ncesine ay\u0131rd\u0131\u011f\u0131 b\u00fct\u00e7eyi art\u0131rmas\u0131 gerekmektedir. Sosyo-ekonomik olarak dezavantajl\u0131 \u00e7ocuklar\u0131n okul \u00f6ncesi e\u011fitime eri\u015fmesi \u00fccretsiz olmal\u0131d\u0131r. Lise e\u011fitimi zorunlu e\u011fitim kapsam\u0131na al\u0131nmas\u0131na ra\u011fmen teorik \u00e7a\u011f n\u00fcfusunun y\u00fczde 12\u2019si okulla\u015fmam\u0131\u015ft\u0131r. Buna ilaveten, iller aras\u0131nda ve cinsiyete g\u00f6re okulla\u015fma oranlar\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde farkl\u0131la\u015fmaktad\u0131r. Bundan dolay\u0131, orta\u00f6\u011fretimde okulla\u015fma oranlar\u0131n\u0131n art\u0131r\u0131lmas\u0131na \u00f6ncelik verilmeli ve okulla\u015fma oranlar\u0131n\u0131n d\u00fc\u015f\u00fck oldu\u011fu illerde, \u00f6zellikle k\u0131z \u00e7ocuklar\u0131n\u0131n okulla\u015fma oranlar\u0131n\u0131 art\u0131rmaya y\u00f6nelik projeler geli\u015ftirilmelidir. Son y\u0131llarda T\u00fcrkiye, orta\u00f6\u011fretimden mezuniyet oran\u0131n\u0131 art\u0131rmas\u0131na ra\u011fmen, OECD \u00fclkeleri aras\u0131nda 25 ya\u015f alt\u0131 ve 25 ya\u015f \u00fcst\u00fc en az lise mezunu olma oran\u0131n\u0131n en d\u00fc\u015f\u00fck oldu\u011fu \u00fclkelerden biridir. Ayr\u0131ca, b\u00f6lgeler aras\u0131nda en az lise mezunu olma oran\u0131 ciddi bir \u015fekilde farkl\u0131la\u015fmaya devam etmektedir. Bundan dolay\u0131, dezavantajl\u0131 b\u00f6lgelerdeki \u00e7ocuklar\u0131n lise terk oranlar\u0131n\u0131 azaltmaya ve okulla\u015fma oranlar\u0131n\u0131 art\u0131rmaya y\u00f6nelik \u00e7al\u0131\u015fmalara \u00f6ncelik verilmelidir\u201d ifadelerini kulland\u0131.<\/p>\n<p>Yal\u00e7\u0131n, \u00f6\u011fretmen arz ve talibi aras\u0131nda ciddi farklar\u0131n oldu\u011funu s\u00f6yleyerek, Y\u00d6K\u2019\u00fcn arz ve talep aras\u0131ndaki farklar\u0131 a\u00e7an politikalardan vazge\u00e7mesi gerekti\u011fini vurgulad\u0131. Yal\u00e7\u0131n, daha ger\u00e7ek\u00e7i kariyer hedeflerinin belirlenmesi gerekti\u011fini de s\u00f6zlerine ekleyerek, \u201cMesleki ve teknik orta\u00f6\u011fretim mezunlar\u0131n\u0131n istihdam oranlar\u0131 genel orta\u00f6\u011fretim mezunlar\u0131na g\u00f6re \u00e7ok daha y\u00fcksek, i\u015fsizlik oranlar\u0131 ise d\u00fc\u015f\u00fckt\u00fcr. Ancak her iki lise t\u00fcr\u00fcnden mezun olanlar\u0131n istihdam oranlar\u0131na g\u00f6re i\u015fsizlik oranlar\u0131 birbirine daha yak\u0131nd\u0131r. Mesleki ve teknik e\u011fitim mezunlar\u0131n\u0131n istihdam\u0131n\u0131 art\u0131rmak ve i\u015fsizlik oranlar\u0131n\u0131 azaltmak i\u00e7in mesleki ve teknik e\u011fitimin niteli\u011fini ve mezunlar\u0131n\u0131n istihdam edilebilirli\u011fini art\u0131rmaya d\u00f6n\u00fck \u00e7\u00f6z\u00fcmler \u00fcretilmelidir. Kad\u0131n \u00f6\u011fretmenlerin erkek \u00f6\u011fretmenlere g\u00f6re say\u0131s\u0131n\u0131n daha fazla oldu\u011fu dikkate al\u0131nd\u0131\u011f\u0131nda, kad\u0131n y\u00f6netici say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 ve kad\u0131nlar\u0131n y\u00f6netici olmas\u0131n\u0131 te\u015fvik eden etkin politikalar\u0131n geli\u015ftirilmesi gerekmektedir. \u00d6\u011fretmen arz ve talebi aras\u0131nda var olan ciddi uyumsuzluk sorununu a\u015fmak i\u00e7in \u00f6ncelikle Y\u00d6K arz ve talep aras\u0131ndaki mevcut mesafeyi daha da a\u00e7an politikalar\u0131 uygulamaktan vazge\u00e7meli ve \u00f6\u011fretmen adaylar\u0131 i\u00e7in daha ger\u00e7ek\u00e7i kariyer hedefleri belirlenmelidir. OECD \u00fclkeleri ile k\u0131yasland\u0131\u011f\u0131nda T\u00fcrkiye\u2019deki \u00f6\u011fretmen maa\u015flar\u0131n\u0131n olduk\u00e7a d\u00fc\u015f\u00fck oldu\u011fu g\u00f6r\u00fclmektedir. Dahas\u0131, OECD \u00fclkelerinin \u00e7o\u011funda tecr\u00fcbe ile birlikte \u00f6\u011fretmenlerin maa\u015flar\u0131 da artmaktad\u0131r. \u00d6\u011fretmen maa\u015flar\u0131, daha nitelikli adaylar\u0131n \u00f6\u011fretmenlik programlar\u0131n\u0131 tercih etmesini, mezuniyet sonras\u0131 \u00f6\u011fretmen olmay\u0131 tercih etmeyi ve g\u00f6reve ba\u015flad\u0131ktan sonra g\u00f6revde kalmay\u0131 etkileyen \u00f6nemli fakt\u00f6rlerden biridir. Bundan dolay\u0131 \u00f6\u011fretmen maa\u015flar\u0131n\u0131n art\u0131r\u0131lmas\u0131 ve \u00f6zellikle tecr\u00fcbeye ve k\u0131deme ba\u011fl\u0131 olarak maa\u015flar\u0131n da artt\u0131\u011f\u0131 bir model geli\u015ftirilmelidir. G\u00f6reve yeni ba\u015flayan \u00f6\u011fretmenlerin mesle\u011fin ilk y\u0131llar\u0131nda mesleki rehberlik ve destek alabilece\u011fi, bilgi, beceri ve tecr\u00fcbesini daha etkin ve h\u0131zl\u0131 geli\u015ftirebilece\u011fi tecr\u00fcbeli \u00f6\u011fretmenlerin daha yo\u011funlukta oldu\u011fu b\u00f6lgelere atanmas\u0131 ve mesleki tecr\u00fcbelerinin geli\u015fiminden sonra dezavantajl\u0131 b\u00f6lgelerde \u00e7al\u0131\u015fmas\u0131 sa\u011flanmal\u0131d\u0131r\u201d a\u00e7\u0131klamas\u0131nda bulundu.<\/p>\n<p>E\u011fitim Bir-Sen Sendikas\u0131 Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n konu\u015fmas\u0131n\u0131 \u015fu \u015fekilde s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p>\u201cT\u00fcrkiye\u2019de \u00f6\u011fretmen ve okul m\u00fcd\u00fcrleri, OECD \u00fclkelerindeki \u00f6\u011fretmen ve okul m\u00fcd\u00fcrlerine g\u00f6re hizmet i\u00e7i e\u011fitimlere daha az kat\u0131lmaktad\u0131r. Hizmet i\u00e7i e\u011fitimlerin daha etkin, verimli ve faydal\u0131 olmas\u0131 i\u00e7in kat\u0131l\u0131mc\u0131lar\u0131n ihtiya\u00e7lar\u0131, istek ve beklentilerini dikkate alarak hizmet i\u00e7i e\u011fitimler planlanmal\u0131d\u0131r. Hizmet i\u00e7i e\u011fitimlere kat\u0131l\u0131m\u0131 art\u0131rmak i\u00e7in \u00e7e\u015fitli te\u015fvik sistemleri (\u00fccret, terfi, atama vb.) geli\u015ftirilmeli ve i\u015f y\u00fck\u00fcn\u00fcn hafifletilmesi, ders y\u00fck\u00fc saatinin azalt\u0131lmas\u0131, haftan\u0131n belirli bir g\u00fcn\u00fcn\u00fcn hizmet i\u00e7i e\u011fitime ayr\u0131lmas\u0131 gibi destekler sa\u011flanmal\u0131d\u0131r. Okul y\u00f6neticilerinin, y\u00f6netici olarak atanmadan \u00f6nce liderlik, okul y\u00f6netimi ve alan bilgisi, \u00f6\u011fretim y\u00f6ntemleri ve pedagojik konularla ilgili e\u011fitimlere kat\u0131lmas\u0131 temin edilmelidir.
