Matematik alan\u0131nda 2012 y\u0131l\u0131nda T\u00fcrkiye 448 puan al\u0131rken, 2015 y\u0131l\u0131nda 420 puana d\u00fc\u015fm\u00fc\u015f, 2018 y\u0131l\u0131nda da 34 puanl\u0131k art\u0131\u015f g\u00f6stererek 454 puana y\u00fckselmi\u015ftir. Bilim alan\u0131nda da T\u00fcrkiye 2012 y\u0131l\u0131nda 463 puan al\u0131rken, 2015 y\u0131l\u0131nda 425 puana d\u00fc\u015fm\u00fc\u015f, 2018 y\u0131l\u0131nda da 43 puanl\u0131k art\u0131\u015f g\u00f6stererek 468 puana y\u00fckselmi\u015ftir. Elbette 2015 y\u0131l\u0131na g\u00f6re T\u00fcrkiye\u2019nin puanlar\u0131n\u0131 art\u0131rmas\u0131 olumlu bir geli\u015fmedir ancak bu durum hala OECD ortalamas\u0131n\u0131n alt\u0131nda ve puanlar\u0131m\u0131z\u0131n da \u00e7ok d\u00fc\u015f\u00fck oldu\u011fu ger\u00e7e\u011fini de\u011fi\u015ftirmemektedir. Bu noktada T\u00fcrkiye\u2019nin bu ba\u015far\u0131s\u0131zl\u0131klar\u0131n\u0131n nedenleri ortadan kald\u0131r\u0131lmal\u0131 ve \u00fclkemiz e\u011fitim yar\u0131\u015f\u0131nda en az\u0131ndan OECD ortalamas\u0131na ula\u015fabilmelidir\u201d dedi.<\/p>\n<p>E\u011fitim sisteminde iyile\u015fme i\u00e7in neler yap\u0131lmas\u0131 gerekti\u011fine de\u011finen Geylan, \u201cE\u011fitim sistemi milli olmal\u0131 ve b\u00fct\u00fcnc\u00fcl bir sistem olarak ele al\u0131nmal\u0131d\u0131r. Milli bir e\u011fitim sistemi \u00f6ncelikli hedef olmal\u0131d\u0131r. Di\u011fer \u00fclkelerde ba\u015far\u0131l\u0131 oldu\u011fu varsay\u0131lan model veya uygulamalar\u0131 \u00fclkemiz e\u011fitim sisteminde aynen uygulamaya kalkmak do\u011fru bir yakla\u015f\u0131m de\u011fildir. S\u00fcrekli sistem de\u011fi\u015fikli\u011fine giden \u00fclkemizde her yap\u0131sal de\u011fi\u015fikli\u011fin etkisi uzun y\u0131llar sonra g\u00f6r\u00fclmektedir. Bakanlar\u0131n s\u0131k s\u0131k de\u011fi\u015fikli\u011fi, akabinde program geli\u015ftirme s\u00fcre\u00e7lerinde de benzer durumun ya\u015fanmas\u0131 ciddi sorunlar\u0131 beraberinde getirmektedir. T\u00fcrkiye\u2019de okulla\u015fma oranlar\u0131 ivedilikle art\u0131r\u0131lmal\u0131d\u0131r. Okulla\u015fma oranlar\u0131 2013-2014 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda ilkokulda y\u00fczde 99,57 iken, devam eden y\u0131llarda d\u00fc\u015f\u00fc\u015f g\u00f6stermi\u015ftir. Okulla\u015fma oranlar\u0131 ilkokulda 2014-2015 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda 96,30, 2015-2016 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda 94,87, 2016-2017 y\u0131l\u0131nda y\u00fczde 91,16 olmu\u015ftur. 2017-2018 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda ise ilkokulda okulla\u015fma oran\u0131 y\u00fczde 91,54\u2019e y\u00fckselmi\u015ftir. 2018-2019 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda okulla\u015fma oran\u0131 ilkokulda y\u00fczde 91,92 olmu\u015ftur.  2018-2019 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda okulla\u015fma oran\u0131 5 ya\u015f d\u00fczeyinde y\u00fczde 68,30, ortaokulda y\u00fczde 93,28, orta\u00f6\u011fretimde de 84,20\u2019dir. \u00dclkemizin e\u011fitimde \u00f6ncelikli hedeflerinden birisi okul \u00f6ncesi de dahil olmak \u00fczere okulla\u015fma oranlar\u0131n\u0131 y\u00fczde 100 d\u00fczeyine ula\u015ft\u0131rmak olmal\u0131d\u0131r. B\u00f6lgeler ve okullar aras\u0131ndaki farklar giderilmelidir. Bu noktada b\u00f6lgelerin e\u011fitim haritalar\u0131 \u00e7\u0131kar\u0131lmas\u0131 \u00e7ok \u00f6nemli bir husustur. \u00d6rne\u011fin derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131nda ortalama ilkokul ve ortaokulda 24, orta\u00f6\u011fretimde 20 \u00f6\u011frenci d\u00fc\u015fmektedir. Ancak b\u00fcy\u00fck \u015fehirler ile Do\u011fu ve G\u00fcneydo\u011fu Anadolu b\u00f6lgelerinde derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 T\u00fcrkiye ortalamas\u0131n\u0131n \u00fczerindedir. Derslik ba\u015f\u0131na d\u00fc\u015fen \u00f6\u011frenci say\u0131s\u0131 \u0130stanbul\u2019da ilkokul ve ortaokulda 30, orta\u00f6\u011fretimde 22; Bursa\u2019da ilkokul ve ortaokulda 28, orta\u00f6\u011fretimde 19; Hakkari\u2019de ilkokul ve ortaokulda 30, orta\u00f6\u011fretimde 25; Gaziantep\u2019te ilkokul ve ortaokulda 35, orta\u00f6\u011fretimde 23; \u015eanl\u0131urfa\u2019da ilkokul ve ortaokulda 32, orta\u00f6\u011fretimde 20\u2019dir. Bu noktada yap\u0131lan ger\u00e7ek de\u011ferlendirmeler ile \u00fclkenin tamam\u0131ndaki mevcut durum saptanmal\u0131, okul m\u00fcfredat\u0131ndan, \u00f6\u011frenci durumuna, \u00f6\u011fretici kadrodan y\u00f6netim kademesine t\u00fcm ger\u00e7ekli\u011fiyle ele al\u0131nmal\u0131d\u0131r. De\u011ferlendirmeler tarafs\u0131z ve uzman bir kadroyla yap\u0131lmal\u0131d\u0131r. E\u011fitim d\u0131\u015f\u0131ndaki fakt\u00f6rler -\u00f6zellikle siyasi kayg\u0131lar s\u00fcre\u00e7ten uzak tutulmal\u0131d\u0131r. Tarafs\u0131z bir \u015fekilde yap\u0131lan bu taraman\u0131n ard\u0131ndan her b\u00f6lge ad\u0131na ayr\u0131 bir \u015fekilde planlanacak kapsaml\u0131 1-3-5-10 y\u0131ll\u0131k sistematikle\u015ftirilmi\u015f e\u011fitim kalk\u0131nma planlar\u0131 olu\u015fturulmal\u0131d\u0131r. Bu hususta her e\u011fitim b\u00f6lgesi i\u00e7in eksik ve ihtiya\u00e7lar belirlenip uzun vadeli yat\u0131r\u0131mlar yap\u0131lmal\u0131d\u0131r. E\u011fitim kurumlar\u0131, e\u011fitim alt yap\u0131lar\u0131, destek hizmetleri de s\u00fcre\u00e7lere kat\u0131larak b\u00fct\u00fcnc\u00fcl olarak ele al\u0131nmal\u0131d\u0131r. Y\u00f6netici atamalar\u0131 liyakate ve ehliyete g\u00f6re yap\u0131lmal\u0131d\u0131r. Okullar\u0131n ehil olmayan y\u00f6neticiler taraf\u0131ndan y\u00f6netiliyor olmas\u0131 okullar\u0131m\u0131z\u0131n kalitesini d\u00fc\u015f\u00fcrmektedir. Y\u0131llard\u0131r s\u00f6zl\u00fc s\u0131nav usul\u00fcne g\u00f6re yap\u0131lan ve dolay\u0131s\u0131yla yanda\u015flar\u0131n kay\u0131r\u0131ld\u0131\u011f\u0131 y\u00f6netici atamalar\u0131 nedeniyle i\u015f bilmez insanlar makamlara getirilmi\u015ftir. Bu durum, e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n motivasyonunun da olumsuz etkilemektedir. Son yap\u0131lan y\u00f6netici atamalar\u0131nda Milli E\u011fitim Bakan\u0131 Ziya Sel\u00e7uk s\u00f6zl\u00fc s\u0131nav\u0131n etkisini s\u0131f\u0131rlam\u0131\u015f, t\u00fcm y\u00f6netici adaylar\u0131na yaz\u0131l\u0131 s\u0131nav puan\u0131 oran\u0131nda s\u00f6zl\u00fc s\u0131nav puan\u0131 verilmesini sa\u011flam\u0131\u015ft\u0131r. Ancak irade de\u011fi\u015fti\u011finde yeniden eski usule d\u00f6n\u00fclmesi m\u00fcmk\u00fcn olabilecektir. Bu noktada MEB\u2019de y\u00f6netici atamalar\u0131n\u0131n sadece yaz\u0131l\u0131 s\u0131nav esas\u0131na g\u00f6re yap\u0131lmas\u0131 zorunluluktur. Bakanl\u0131k bu konuda bir d\u00fczenleme yapmal\u0131d\u0131r. \u00d6te yandan T\u00fcrkiye\u2019nin en ba\u015far\u0131l\u0131 \u00f6\u011frencilerinin e\u011fitim g\u00f6rd\u00fc\u011f\u00fc proje okullar\u0131nda \u00f6\u011fretmen ve y\u00f6netici atamalar\u0131 da Bakan onay\u0131 ile ger\u00e7ekle\u015ftirilmektedir. Bakanl\u0131k ta\u015fra te\u015fkilat\u0131n\u0131n \u00e7eteler taraf\u0131ndan y\u00f6netildi\u011fi g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda bu okullara yap\u0131lan atamalar tamamen Bakanl\u0131k merkez te\u015fkilat\u0131ndan ba\u011f\u0131ms\u0131z olarak ger\u00e7ekle\u015fmektedir. Bu noktada proje okullar\u0131n\u0131n da t\u0131pk\u0131 di\u011fer okullar gibi MEB Y\u00f6netici Atama Y\u00f6netmeli\u011fi\u2019ne tabi olmas\u0131 gerekir\u201d ifadesini kulland\u0131.<\/p>\n<p>\u201c\u00d6\u011fretmenlik Meslek Kanunu \u00e7\u0131kar\u0131lmal\u0131d\u0131r. \u00d6\u011fretmenlik Meslek Kanunu mutlaka \u00e7\u0131kar\u0131lmal\u0131, bu kanunla birlikte \u00f6\u011fretmenlere kaybettikleri itibar\u0131 geri verilmelidir&#8221; diyen Geylan \u015f\u00f6yle devam etti:<\/p>\n<p>&#8220;\u00d6\u011fretmenlerin toplumsal stat\u00fclerini ve sayg\u0131nl\u0131klar\u0131n\u0131 art\u0131ran bu kanun e\u011fitimde b\u00fcy\u00fck hamleler yap\u0131lmas\u0131 i\u00e7in de gereklidir. \u00d6\u011fretmenlerin kazan\u0131lm\u0131\u015f haklar\u0131na dokunulmadan yap\u0131lacak bir meslek kanunu motivasyonlar\u0131n\u0131 art\u0131rarak, daha verimli e\u011fitim hizmetine katk\u0131 sa\u011flayacak ve dolay\u0131s\u0131yla T\u00fcrkiye\u2019yi d\u00fcnya s\u0131ralamas\u0131nda \u00f6ne ta\u015f\u0131yacakt\u0131r. \u00d6\u011fretmen atamalar\u0131 art\u0131r\u0131lmal\u0131d\u0131r. \u00d6\u011fretmen e\u011fitimin olmazsa olmaz unsurudur. Bu nedenle \u00f6zellikle \u00f6\u011fretmen atamalar\u0131ndan tasarruf etmek b\u00fcy\u00fck bir hatad\u0131r. T\u00fcrkiye\u2019de \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131n 100 bine yak\u0131n \u00fccretli \u00f6\u011fretmenle giderildi\u011fi, \u00f6\u011fretmensiz s\u0131n\u0131flar oldu\u011fu, 500 bini a\u015fk\u0131n atama bekleyen \u00f6\u011fretmen oldu\u011fu g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda \u00f6\u011fretmen atamalar\u0131n\u0131n yetersizli\u011finin ba\u015far\u0131y\u0131 ciddi oranda d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fc a\u015fik\u00e2rd\u0131r. Dolay\u0131s\u0131yla her y\u0131l yap\u0131lan 20 bin-30 bin atama ile bu sorun \u00e7\u00f6z\u00fclemez. Nitekim son olarak Cumhurba\u015fkan\u0131 Yard\u0131mc\u0131s\u0131 Fuat Oktay 2020 y\u0131l\u0131 i\u00e7in 20 bin atama yap\u0131laca\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131. Bu konuda her ne kadar MEB b\u00fcrokratlar\u0131, atama say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 y\u00f6n\u00fcnde \u00e7al\u0131\u015fmalar\u0131 oldu\u011funu dile getirseler de, ne kadar atama yap\u0131laca\u011f\u0131 \u015fu an i\u00e7in bir muammad\u0131r. Bakanl\u0131\u011f\u0131n \u015eubat ay\u0131nda en az 60 bin, 2020 y\u0131l\u0131 sonuna kadar ise 40 bin daha atama yapmas\u0131 e\u011fitimimizin gelece\u011fi a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemlidir. Bu nedenle 20 bin atamay\u0131 kabul etmemiz m\u00fcmk\u00fcn de\u011fildir.&#8221;<\/p>\n<p>S\u00f6zle\u015fmeli ve \u00fccretli \u00f6\u011fretmenli\u011fin kald\u0131r\u0131lmas\u0131 gerekti\u011fini, t\u00fcm \u00f6\u011fretmenlerin KPSS puan \u00fcst\u00fcnl\u00fc\u011f\u00fcne g\u00f6re kadrolu olarak atanmas\u0131 gerekti\u011fini vurgulayan Geylan, &#8220;S\u00f6zle\u015fmeli \u00f6\u011fretmenlerin ya\u015fad\u0131\u011f\u0131 aile dramlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, akl\u0131 fikri e\u015finde, \u00e7ocu\u011funda olan \u00f6\u011fretmenler ile ba\u015far\u0131 yakalanamayaca\u011f\u0131 ger\u00e7e\u011fi g\u00f6r\u00fclmelidir. Her okula b\u00fct\u00e7e verilmelidir.T\u00fcrk E\u011fitim-Sen olarak, y\u0131llard\u0131r y\u00f6netici ve \u00f6\u011fretmenlerimizin velilerimizle kar\u015f\u0131 kar\u015f\u0131ya b\u0131rak\u0131lmas\u0131n\u0131 ele\u015ftiriyor ve her toplu s\u00f6zle\u015fme d\u00f6neminde \u00f6\u011frenci ba\u015f\u0131na okullara b\u00fct\u00e7e tahsis edilmesini g\u00fcndeme getiriyoruz. Bu noktada uluslararas\u0131 \u00f6l\u00e7ekli s\u0131navlarda ba\u015far\u0131 elde etmek istiyorsak, vizyon belgesinde de yer ald\u0131\u011f\u0131 \u00fczere okullara b\u00fct\u00e7e tahsis edilmelidir. \u00d6\u011fretmenlere te\u015fvik uygulamas\u0131 getirilmelidir. B\u00f6lgeler aras\u0131 farklar\u0131n en b\u00fcy\u00fck nedenlerinden birisi mahrumiyet b\u00f6lgelerinde g\u00f6rev yapan \u00f6\u011fretmenlere te\u015fvik uygulamas\u0131 getirilmemesidir. Bakanl\u0131k mahrumiyet b\u00f6lgelerinde s\u00f6zle\u015fmeli \u00f6\u011fretmen istihdam\u0131 ile bu sorunu \u00e7\u00f6zmeye \u00e7al\u0131\u015fsa da, bunun yolu \u00f6\u011fretmenlerimizi esir etmek de\u011fildir. Yap\u0131lmas\u0131 gereken T\u00fcrk E\u011fitim-Sen\u2019in y\u0131llard\u0131r dile getirdi\u011fi zorunlu hizmet tazminat\u0131 \u00f6nerisi dikkate almakt\u0131r. Buna g\u00f6re 1\u2019inci hizmet b\u00f6lgesi alanlar\u0131na atananlara bir br\u00fct asgari \u00fccret, 2\u2019inci hizmet b\u00f6lgesi alanlar\u0131na atananlara bir bu\u00e7uk br\u00fct asgari \u00fccret, 3\u2019\u00fcnc\u00fc hizmet b\u00f6lgesi alanlar\u0131na atananlara iki br\u00fct asgari \u00fccret tutar\u0131nda zorunlu hizmet tazminat\u0131 \u00f6denmesi ve bu b\u00f6lgelere iste\u011fe ba\u011fl\u0131 olarak atanan ve bu kapsamda g\u00f6rev yapmakta olanlara tazminat tutarlar\u0131n\u0131n 2\u2019de 1\u2019i oran\u0131nda zorunlu hizmet tazminat\u0131 \u00f6denmesi yap\u0131lmal\u0131d\u0131r.
