Geylan, t\u00fcm e\u011fitim \u00e7al\u0131\u015fanlar\u0131na iyi tatiller dileklerini ileterek, 2019-2020 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131n\u0131n ba\u015f\u0131nda s\u0131ralad\u0131\u011f\u0131 meseleler ve d\u00fczeltilme taleplerini hat\u0131rlatt\u0131. \u015eubat ay\u0131nda yap\u0131lmas\u0131 planlanan 20 bin atamaya ilave olarak 40 bin atama daha yap\u0131lmas\u0131n\u0131 isteyen Geylan, \u201cBu e\u011fitim-\u00f6\u011fretim y\u0131l\u0131 ba\u015f\u0131nda e\u011fitimin sorunlar\u0131n\u0131 s\u0131ralam\u0131\u015f, \u00f6ncelikle meselelerin bir an \u00f6nce d\u00fczeltilmesini talep etmi\u015ftik. Ancak ne yaz\u0131k ki bir\u00e7ok sorun hala ortada duruyor. \u015eubat ay\u0131nda 20 bin atamaya ilave olarak 40 bin atama daha yap\u0131lmal\u0131d\u0131r. Bunlardan en \u00f6nemlisi \u00f6\u011fretmen atama say\u0131s\u0131n\u0131n yetersizli\u011fidir. Bilindi\u011fi gibi MEB, \u015eubat ay\u0131nda 20 bin s\u00f6zle\u015fmeli \u00f6\u011fretmen al\u0131m\u0131 yapacak. Tabi bu atama ne e\u011fitim hayat\u0131m\u0131za katk\u0131 sa\u011flayacak ne de atama bekleyen \u00f6\u011fretmenlerin beklentilerini kar\u015f\u0131layacak. \u015e\u00f6yle ki; sendikam\u0131z\u0131n yapt\u0131\u011f\u0131 \u00fccretli \u00f6\u011fretmen ara\u015ft\u0131rmas\u0131na g\u00f6re \u00fclkemizde 81 ilde 80 bin 583 \u00fccretli \u00f6\u011fretmen \u00e7al\u0131\u015ft\u0131r\u0131lmaktad\u0131r. 81 ilde 81 bin \u00fccretli \u00f6\u011fretmen g\u00f6revlendirmesi, \u00fclkemizde 81 bin noktada \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131 oldu\u011funu g\u00f6stermektedir\u201d dedi.<\/p>\n<p>Geylan, \u00fccretli \u00f6\u011fretmenin hi\u00e7bir \u00f6zl\u00fck hakk\u0131 bulunmad\u0131\u011f\u0131n\u0131 ifade ederek, \u201c\u00dccretli \u00f6\u011fretmen, girdi\u011fi ders ba\u015f\u0131na \u00fccret alan, dolay\u0131s\u0131yla ayl\u0131k \u00fccreti asgari \u00fccret bile olmayan \u00f6\u011fretmendir. Bu \u00f6\u011fretmenlerin hi\u00e7bir \u00f6zl\u00fck hakk\u0131 bulunmamaktad\u0131r. Okul m\u00fcd\u00fcr\u00fc istedi\u011fi anda i\u015fine son verebilir. \u00d6\u011fretmenlik formasyonu almayan, iki y\u0131ll\u0131k mezun olanlar dahi \u00fccretli \u00f6\u011fretmen olarak g\u00f6rev yapabilmektedir. Devletin \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131 b\u00f6ylesine aciz bir y\u00f6ntemle gidermeye \u00e7al\u0131\u015fmas\u0131 \u00e7ok ac\u0131d\u0131r\u201d dedi.<\/p>\n<p>E\u011fitim Fak\u00fcltesi mezunlar\u0131n\u0131n say\u0131s\u0131n\u0131n artt\u0131\u011f\u0131n\u0131 ve bu duruma ba\u011fl\u0131 olarak mezun say\u0131s\u0131n\u0131n artt\u0131\u011f\u0131n\u0131 belirten Geylan, \u201c\u00d6te yandan e\u011fitim fak\u00fcltesi mezunlar\u0131n\u0131n say\u0131s\u0131, bununla birlikte atama bekleyen \u00f6\u011fretmen say\u0131s\u0131 katlanarak artm\u0131\u015f ve i\u015fsiz \u00f6\u011fretmenler kervan\u0131 alm\u0131\u015f ba\u015f\u0131n\u0131 y\u00fcr\u00fcm\u00fc\u015ft\u00fcr. Her y\u0131l 40 bin \u00f6\u011frenci e\u011fitim fak\u00fcltesinden mezun olmaktad\u0131r. Atama say\u0131s\u0131 yetersiz olunca b\u00fcy\u00fck bir y\u0131\u011f\u0131lma s\u00f6z konusu olmaktad\u0131r. \u00dcniversite say\u0131lar\u0131 ve fak\u00fcltelerin kontenjanlar\u0131, \u00fclkenin ihtiya\u00e7lar\u0131na g\u00f6re belirlenmelidir. Aksi takdirde bug\u00fcn oldu\u011fu gibi y\u00fczbinlerce e\u011fitim fak\u00fcltesi mezunu ortada kal\u0131r. Bu durumun sorumlusu devlet kap\u0131s\u0131nda i\u015f bekleyen gen\u00e7lerimiz de\u011fil, sa\u011fl\u0131kl\u0131 planlama yapamayan kamu y\u00f6neticilerdir. \u2018Muhakkak her mezun olan\u0131 devlet i\u015fe alacak diye bir \u015fart yok\u2019 yakla\u015f\u0131m\u0131 ise topu taca atmak demektir. \u00c7ok net s\u00f6yl\u00fcyoruz ayaklar\u0131 yere sa\u011flam basan tedbirler al\u0131nmazsa \u00f6n\u00fcm\u00fczdeki y\u0131llarda atama bekleyen \u00f6\u011fretmen say\u0131s\u0131 belki 1 milyona dayanacakt\u0131r\u201d ifadelerini kulland\u0131.<\/p>\n<p>E\u011fitim Fak\u00fcltesi\u2019nden mezun olup formasyonu elinde olan say\u0131s\u0131z \u00f6\u011fretmenin atama s\u0131k\u0131nt\u0131s\u0131ndan dolay\u0131 ba\u015fka mesleklere y\u00f6neldi\u011fini belirten Geylan, \u201cAtamas\u0131 yap\u0131lmayan \u00f6\u011fretmen problemi ba\u015fka i\u015flere y\u00f6nelen ya da y\u0131llarca i\u015fsiz kald\u0131\u011f\u0131 i\u00e7in bunal\u0131ma giren hatta intihar eden \u00f6\u011fretmen vakalar\u0131 ile kar\u015f\u0131la\u015fmam\u0131za da yol a\u00e7maktad\u0131r. Bu ayn\u0131 zamanda sosyal bir sorundur. Hayatlar\u0131n\u0131n bahar\u0131nda i\u015f bulamad\u0131\u011f\u0131, cep har\u00e7l\u0131\u011f\u0131na muhta\u00e7 oldu\u011fu i\u00e7in intihar eden \u00f6\u011fretmenlerimizin say\u0131s\u0131 g\u00fcnden g\u00fcne artmaktad\u0131r. Bu \u00f6\u011fretmenlerimiz donan\u0131ml\u0131 olmas\u0131na, y\u0131llarca e\u011fitim fak\u00fcltesinde dirsek \u00e7\u00fcr\u00fctmesine ra\u011fmen eline ekme\u011fini alamaman\u0131n verdi\u011fi buhran ile son se\u00e7enek olarak hayat\u0131na son vermeyi \u00e7are olarak g\u00f6rmektedir. Devletimizin bu ya\u015fanan intihar vakalar\u0131na kay\u0131ts\u0131z kalmamas\u0131 gerekir\u201d dedi.<\/p>\n<p>Geylan, \u201c\u015eu anda valiliklerimizin beyanlar\u0131 \u00fczerine yapt\u0131\u011f\u0131m\u0131z tespitlere g\u00f6re 69 ilde norm kadro a\u00e7\u0131\u011f\u0131 103 bin 527\u2019dir. 81 ilden veriler elimize ula\u015fsayd\u0131, bu say\u0131n\u0131n \u00e7ok daha y\u00fcksek oldu\u011funu g\u00f6rebilecektik. Hal b\u00f6yleyken 2020 y\u0131l\u0131 i\u00e7in \u00f6\u011fretmen atama say\u0131s\u0131n\u0131 sadece 20 bin olarak belirlemek sa\u011fl\u0131kl\u0131 bir yakla\u015f\u0131m, do\u011fru bir atama politikas\u0131 de\u011fildir. Elbette \u00f6\u011fretmen atamalar\u0131n\u0131n bir maliyeti oldu\u011funu biliyoruz. Ancak MEB\u2019in o\u00fck\u00fcmete ve Maliye Bakanl\u0131\u011f\u0131na durumun vahametini anlat\u0131p, daha fazla bir say\u0131 i\u00e7in gerekirse bask\u0131 yapmas\u0131 gelece\u011fimiz a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. Elbette \u00fcniversite say\u0131lar\u0131 ve kontenjanlar\u0131 da ihtiya\u00e7lara g\u00f6re belirlenmelidir. Bu noktada 20 bin atamay\u0131 kabul etmiyoruz. E\u011fitimin \u015fu anki atama ihtiyac\u0131 en az 100 bindir. Bu minvalde yap\u0131lmas\u0131 gereken \u015eubat ay\u0131nda 20 bin atamaya ilave olarak 40 bin atama daha yap\u0131lmas\u0131d\u0131r. 2020 y\u0131l\u0131 i\u00e7in hedefimiz 100 bin atamad\u0131r. E\u011fitime yap\u0131lan yat\u0131r\u0131m devreye girdi\u011finde maliyet hesab\u0131 en son d\u00fc\u015f\u00fcn\u00fclecek konu olmal\u0131d\u0131r. S\u00f6z konusu olan \u00fclkemizin gelece\u011fidir\u201d a\u00e7\u0131klamas\u0131nda bulundu.<\/p>\n<p>Geylan, konuya ili\u015fkin taleplerini ise \u015fu \u015fekilde s\u0131ralad\u0131:<\/p>\n<p>\u201cTalebimiz, \u00f6\u011fretmenlerin m\u00fclakats\u0131z, sadece KPSS puan \u00fcst\u00fcnl\u00fc\u011f\u00fcne g\u00f6re kadrolu olarak atanmas\u0131d\u0131r. Farkl\u0131 t\u00fcrde istihdam modellerine kar\u015f\u0131y\u0131z. S\u00f6zle\u015fmeli-kadrolu-\u00fccretli \u00f6\u011fretmen ayr\u0131m\u0131 \u00f6\u011fretmenleri b\u00f6len, par\u00e7a par\u00e7a eden, velinin \u00f6\u011fretmen se\u00e7mesine neden olan, verim ve kaliteyi d\u00fc\u015f\u00fcren en \u00f6nemli hususlard\u0131r. Ayn\u0131 i\u015fi yapan \u00e7al\u0131\u015fanlar\u0131n farkl\u0131 stat\u00fclerde istihdam edilmesi adil ve hakkaniyete uygun de\u011fildir. Bu, \u00f6\u011fretmenlik mesle\u011fini de rencide eden bir uygulamad\u0131r. Derseniz ki, mahrumiyet b\u00f6lgelerindeki \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131n\u0131 nas\u0131l giderece\u011fiz? Bunun yolunun ne oldu\u011funu y\u0131llard\u0131r anlat\u0131yoruz. \u00c7aresi mahrumiyet b\u00f6lgelerinde g\u00f6rev yapan \u00f6\u011fretmenlere b\u00f6lgenin durumuna g\u00f6re bir br\u00fct asgari \u00fccret ile iki br\u00fct asgari \u00fccret aras\u0131nda Zorunlu Hizmet Tazminat\u0131 verilmesidir. Bu y\u0131l Milli E\u011fitim Bakan\u0131 Ziya Sel\u00e7uk e\u015f durumundan tayin hakk\u0131 vererek, kadroya ge\u00e7en s\u00f6zle\u015fmeli \u00f6\u011fretmen ailelerini birle\u015ftirmi\u015ftir. Ancak bu yetmez! Sorunun k\u00f6kten \u00e7\u00f6z\u00fcm\u00fc i\u00e7in s\u00f6zle\u015fmeli \u00f6\u011fretmenli\u011fin kald\u0131r\u0131lmas\u0131 \u015fartt\u0131r. Bu noktada talebimiz, \u00f6\u011fretmenlerin m\u00fclakats\u0131z, sadece KPSS puan \u00fcst\u00fcnl\u00fc\u011f\u00fcne g\u00f6re kadrolu olarak atanmas\u0131d\u0131r. Bunun d\u0131\u015f\u0131ndaki t\u00fcm istihdam t\u00fcrleri kald\u0131r\u0131lmal\u0131d\u0131r. Bilindi\u011fi \u00fczere s\u00f6zle\u015fmeli \u00f6\u011fretmenler her y\u0131l e\u015f durumu tayin hakk\u0131 sorunu ile kar\u015f\u0131 kar\u015f\u0131ya kalmaktad\u0131r. \u0130ktidar destekli hormonlu b\u00fcy\u00fcyenler ve devlet g\u00fcc\u00fcn\u00fc kullanarak, kadrolar\u0131n torpil ve yanda\u015f kay\u0131rarak doldurulmas\u0131n\u0131 sa\u011flayanlar ters esen ilk r\u00fczg\u00e2ra kar\u015f\u0131 duramayacakt\u0131r. 2014 y\u0131l\u0131ndan beri m\u00fclakatla y\u00f6netici atayan Bakanl\u0131k, adeta \u00f6nemli bir k\u0131sm\u0131 ehliyetsiz insanlardan olu\u015fan bir makam d\u00fczeni kurmu\u015ftur. Ancak son atamalarda Milli E\u011fitim Bakan\u0131 Ziya Sel\u00e7uk\u2019un y\u00f6netmelikte yapt\u0131\u011f\u0131 d\u00fczenleme ile yaz\u0131l\u0131 s\u0131nav ba\u015far\u0131s\u0131na g\u00f6re y\u00f6netici atamalar\u0131 ger\u00e7ekle\u015ftirilmi\u015ftir. Nitekim \u00f6\u011fretmen atamalar\u0131nda da m\u00fclakat\u0131n etkisi s\u0131f\u0131rlanm\u0131\u015ft\u0131r. Ancak bu kati \u00e7\u00f6z\u00fcm de\u011fildir. Zira mevzuatta m\u00fclakat hala vard\u0131r. Bakan de\u011fi\u015fti\u011finde uygulama da de\u011fi\u015febilecektir. Dolay\u0131s\u0131yla MEB\u2019in mutlaka m\u00fclakat\u0131 kald\u0131rarak, y\u00f6netici atamalar\u0131n\u0131 sadece yaz\u0131l\u0131 s\u0131nav puan\u0131na g\u00f6re yapmas\u0131 gerekmektedir. Sadece belli sendikal, siyasi yap\u0131lar\u0131n, cemiyetlerin desteklenmesi, hak edenin g\u00f6rmezden gelinmesi y\u0131k\u0131c\u0131 bir d\u00fczeni beraberinde getirecektir. Bak\u0131n\u0131z Machiavelli, Prens adl\u0131 eserinde \u2019Birdenbire ortaya \u00e7\u0131kan devletler, h\u0131zla tomurcuklanan ve b\u00fcy\u00fcyen tabiattaki di\u011fer t\u00fcm \u015feyler gibi k\u00f6klenemez ve esas\u0131nda sonunu getirecek ters esen ilk r\u00fczg\u00e2ra kar\u015f\u0131 duramaz\u2019 der. Buradan hareketle biz de diyoruz ki sendikal hayatta yalanla, iftira ve tehditle ya da makam, mevki vaadinde bulunarak iktidar destekli hormonlu b\u00fcy\u00fcyenler ve devlet g\u00fcc\u00fcn\u00fc de kullanarak, kadrolar\u0131n torpil ve yanda\u015f kay\u0131rarak doldurulmas\u0131n\u0131 sa\u011flayanlar da ters esen ilk r\u00fczg\u00e2ra kar\u015f\u0131 duramayacakt\u0131r. Yap\u0131lmas\u0131 gereken kamuda adaletin tesis edilmesi, ehil insanlar\u0131n i\u015f ba\u015f\u0131na getirilmesi i\u00e7in belli yap\u0131lar\u0131n kay\u0131r\u0131lmamas\u0131 \u00e7ok \u00f6nemlidir. Ayr\u0131ca T\u00fcrkiye\u2019nin g\u00f6zbebe\u011fi olan proje okullar\u0131ndaki y\u00f6netici atamalar\u0131 da tamamen ta\u015fra te\u015fkilat\u0131ndaki bir k\u0131s\u0131m yap\u0131lanmalara teslim edilmi\u015ftir. Bu yap\u0131lar\u0131n i\u015faret etti\u011fi ki\u015filer il ve il\u00e7e milli e\u011fitim m\u00fcd\u00fcrl\u00fckleri taraf\u0131ndan Bakanl\u0131\u011fa iletilmekte ve \u00e7ok y\u00fcksek puanla bu okullara giren \u00e7ocuklar\u0131m\u0131z, torpille makam sahibi olmu\u015f, liyakatsiz bir k\u0131s\u0131m insanlara teslim edilmektedir. Bu d\u00fczen b\u00f6yle gitmemelidir. Bu okullar\u0131n da MEB Y\u00f6netici Atama Y\u00f6netmeli\u011fi\u2019ne tabi olmas\u0131 ve d\u0131\u015far\u0131dan yap\u0131lar\u0131n tahakk\u00fcm\u00fcn\u00fcn sone erdirilmesi gerekir.\u201d<\/p>\n<p>&#8220;\u0130deolojiler, siyasi ve sendikal tutumlar bu s\u00fcre\u00e7ten uzak tutulmal\u0131, objektif \u015fekilde tarama yap\u0131larak, e\u011fitim kalk\u0131nma planlar\u0131 olu\u015fturulmal\u0131d\u0131r&#8221;<\/p>\n<p>B\u00f6lgeler aras\u0131ndaki farkl\u0131l\u0131klar\u0131n giderilmedi\u011fini belirten Geylan, \u201cB\u00f6lgeler aras\u0131 farkl\u0131l\u0131klar hala giderilemedi\u011fi i\u00e7in okullar\u0131m\u0131z \u00e7ok farkl\u0131 d\u00fczeyde e\u011fitim vermektedir. Hal b\u00f6yle olunca, b\u00f6lgelerin e\u011fitim haritalar\u0131n\u0131n \u00e7\u0131kar\u0131lmas\u0131, mevcut durumun saptanmas\u0131, m\u00fcfredattan, y\u00f6netici kademesine kadar t\u00fcm hususlar dikkate al\u0131nmal\u0131d\u0131r. \u0130deolojiler, siyasi ve sendikal tutumlar bu s\u00fcre\u00e7ten uzak tutulmal\u0131, objektif \u015fekilde tarama yap\u0131larak, e\u011fitim kalk\u0131nma planlar\u0131 olu\u015fturulmal\u0131d\u0131r. Bu b\u00f6lgeler i\u00e7in ihtiya\u00e7lar belirlenip, yat\u0131r\u0131mlar buna g\u00f6re yap\u0131lmal\u0131d\u0131r\u201d dedi.<\/p>\n<p>4+4+4 sisteminin ilkokulda ilk mezunlar\u0131n\u0131n bu sene verilece\u011fini belirten Geylan, \u201c4+4+4 sisteminin ilk mezunlar\u0131 bu y\u0131l lise kap\u0131s\u0131na dayanacakt\u0131r. Hat\u0131rlanaca\u011f\u0131 \u00fczere ge\u00e7en y\u0131l adrese kay\u0131t sistemi nedeniyle LGS tercihlerinin ard\u0131ndan Anadolu liselerinin kontenjanlar\u0131 kapasitelerinin \u00fczerinde dolmu\u015f, MEB de bu sorunu, bir\u00e7ok okulumuzda ikili \u00f6\u011fretime ge\u00e7erek a\u015fmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Oysaki MEB\u2019in hedefi 2019 y\u0131l\u0131n\u0131n sonuna kadar ikili \u00f6\u011fretim yapan okul kalmamas\u0131yd\u0131. Ancak Anadolu liselerinde kontenjan\u0131n iki kat\u0131 hatta daha fazla \u00f6\u011frenci kay\u0131tlar\u0131 nedeniyle bu hedef ger\u00e7ekle\u015femedi\u011fi gibi, ikili e\u011fitim yapan okul say\u0131s\u0131 artm\u0131\u015ft\u0131r. 4+4+4 sisteminin ilk mezunlar\u0131 bu y\u0131l lise kap\u0131s\u0131na dayanacakt\u0131r. Dolay\u0131s\u0131yla yakla\u015f\u0131k 800 bin ilave \u00f6\u011frenci bu sene LGS\u2019ye girecektir. Bu da y\u0131\u011f\u0131lman\u0131n ge\u00e7en y\u0131ldan daha fazla olaca\u011f\u0131n\u0131 ortaya koymaktad\u0131r. MEB\u2019in ivedi olarak yeni derslik \u00fcretmesi gerekir. Ayr\u0131ca yap\u0131lacak en \u00f6nemli i\u015f; kapasitesinin \u00e7ok alt\u0131nda e\u011fitim hizmet veren okul t\u00fcrlerinin, bu at\u0131l kapasitesinin o e\u011fitim b\u00f6lgesinde ihtiya\u00e7 olan okul t\u00fcrlerine tahsis edilmesidir. Bu da pansuman bir tedbir olacakt\u0131r\u201d ifadelerini kulland\u0131.<\/p>\n<p>Milli E\u011fitim Bakanl\u0131\u011f\u0131n\u0131n protokolleri g\u00f6zden ge\u00e7irmesi gerekti\u011fine de\u011finen Geylan, \u00f6\u011fretmenlere g\u00fcvenilmesi gerekti\u011fini s\u00f6yledi. Geylan, \u201cOkullarda de\u011ferler e\u011fitiminin \u00f6\u011fretmen olmayan ki\u015filer taraf\u0131ndan MEB\u2019in yapt\u0131\u011f\u0131 protokollere binaen verilmesi bu y\u0131l da b\u00fcy\u00fck bir sorun olarak g\u00f6ze \u00e7arpmaktad\u0131r. MEB\u2019in bu protokollerle okullara farkl\u0131 cemiyet, dernek, vak\u0131flar arac\u0131l\u0131\u011f\u0131yla \u00f6\u011fretmenlikle ilgili olmayan ki\u015fileri dahil etmesi biz e\u011fitimcileri kayg\u0131land\u0131rmaktad\u0131r. Ancak MEB bu e\u011fitimi kendi \u00f6\u011fretmenleri vas\u0131tas\u0131yla vermelidir. De\u011ferler e\u011fitimi konusunda protokoller yap\u0131lmas\u0131, bu kurulu\u015flar\u0131n partner olarak kabul edilmesi ve d\u0131\u015far\u0131dan hizmet sat\u0131n al\u0131nmas\u0131, \u2018\u00d6\u011fretmenlerle bu e\u011fitimi kazand\u0131ram\u0131yorum\u2019 demektir ve bu tav\u0131r \u00f6\u011fretmenlerimize hakarettir. E\u011fitim kurumlar\u0131m\u0131z kimsenin tarlas\u0131 de\u011fildir. \u00dclkemizi 15 Temmuz felaketine s\u00fcr\u00fckleyen nedenlerin ba\u015f\u0131nda kamu g\u00fcc\u00fcn\u00fcn bir gruba mensubiyet \u00fczerinden tanzim edilmesi geliyordu. \u00dclkemizin yeniden bu tecr\u00fcbeyi ya\u015fama l\u00fcks\u00fc yoktur. Bu noktada MEB\u2019in yapt\u0131\u011f\u0131 protokolleri g\u00f6zden ge\u00e7irmesi ve kendi \u00f6\u011fretmenine g\u00fcvenmesi gerekmektedir.
