Ba\u015fkanlar Kurulu Toplant\u0131s\u0131, K\u0131z\u0131lcahamam\u2019da yap\u0131ld\u0131. E\u011fitimin ve e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131n sorunlar\u0131n\u0131n tart\u0131\u015f\u0131ld\u0131\u011f\u0131, \u00e7\u00f6z\u00fcm \u00f6nerilerinin g\u00f6r\u00fc\u015f\u00fcld\u00fc\u011f\u00fc, sendikal \u00e7al\u0131\u015fmalara ili\u015fkin isti\u015farelerin yap\u0131ld\u0131\u011f\u0131 toplant\u0131n\u0131n ard\u0131ndan sonu\u00e7 bildirgesi yay\u0131mland\u0131. Bildirge \u015f\u00f6yle:<\/p>\n<p>\u201c- \u00dclke ve deniz s\u0131n\u0131rlar\u0131m\u0131z\u0131 da zorlayan k\u00fcresel emperyalizmin ve i\u015fbirlik\u00e7ilerinin Suriye\u2019den Do\u011fu T\u00fcrkistan\u2019a, Arakan\u2019dan M\u0131s\u0131r\u2019a insanl\u0131\u011fa ve \u00f6zelde \u0130slam d\u00fcnyas\u0131na kar\u015f\u0131 ac\u0131mas\u0131z bir sava\u015f y\u00fcr\u00fctt\u00fc\u011f\u00fc bir zamanda k\u00fcresel yoksulluk ve a\u00e7l\u0131k b\u00fcy\u00fcrken toplumsal krizler de derinle\u015fmektedir. \u00dclkeler par\u00e7alanmakta, insanlar yurdunu terk etmek zorunda kalmakta, katliamlar, zul\u00fcmler yayg\u0131nla\u015fmakta, fikri ve k\u00fclt\u00fcrel soyk\u0131r\u0131mlar yap\u0131lmaktad\u0131r. Uluslararas\u0131 kurulu\u015flar\u0131, k\u00fcresel akt\u00f6rleri ve t\u00fcm insanl\u0131\u011f\u0131 evrensel ilkeler do\u011frultusunda ya\u015fanabilir ve adil bir d\u00fcnya d\u00fczeni i\u00e7in sorumluluk almaya davet ediyoruz.<\/p>\n<p>&#8211; H\u00fck\u00fcmet sistemi de\u011fi\u015fikli\u011finin beraberinde getirdi\u011fi mevzuat ve uygulama farkl\u0131l\u0131klar\u0131, denk b\u00fct\u00e7e ve mali disiplin ad\u0131 alt\u0131nda ger\u00e7ekle\u015ftirilen ekonomik tedbir paketlerinin kamu g\u00f6revlileri \u00fczerindeki olumsuz yans\u0131malar\u0131, 5. D\u00f6nem Toplu S\u00f6zle\u015fme\u2019de kamu g\u00f6revlilerinin hakl\u0131 beklentilerinin kar\u015f\u0131lanmamas\u0131 bir\u00e7ok sorunu ortaya \u00e7\u0131karm\u0131\u015f ve ma\u011fduriyete yol a\u00e7m\u0131\u015ft\u0131r. Kamu g\u00f6revlilerinin mali, sosyal ve \u00f6zl\u00fck haklar\u0131n\u0131 art\u0131racak ad\u0131mlar at\u0131lmal\u0131d\u0131r. Toplu s\u00f6zle\u015fmede yetersizli\u011fi ortaya \u00e7\u0131kan 4688 say\u0131l\u0131 Kamu G\u00f6revlileri Sendikalar\u0131 ve Toplu S\u00f6zle\u015fme Kanunu yeniden ele al\u0131nmal\u0131d\u0131r. Siyasi irade bu konularda harekete ge\u00e7melidir.<\/p>\n<p>&#8211; Kamu personel sisteminde kadrolu istihdam esas al\u0131nmal\u0131, s\u00f6zle\u015fmeli personel istihdam\u0131na son verilmelidir. Medeniyet de\u011ferlerimizi ihya edecek, k\u00fcresel rekabette rol \u00fcstlenecek insanlar\u0131 yeti\u015ftirmenin yegane yolu e\u011fitimdir. Bu sebeple T\u00fcrkiye aileleri b\u00f6len, \u00f6\u011fretmenin zihnini ailevi sorunlarla me\u015fgul eden, ayn\u0131 i\u015fi yapanlar aras\u0131nda sosyal hiyerar\u015fi \u00fcreten, hak ve \u00fccretlerde haks\u0131zl\u0131klara kap\u0131 aralayan, hakkaniyete ve \u00e7al\u0131\u015fma ahlak\u0131na ayk\u0131r\u0131 s\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131yla ve ucuz i\u015f\u00e7ilikten farks\u0131z \u00fccretli \u00f6\u011fretmenlikle bu hedefe y\u00fcr\u00fcyemez.<\/p>\n<p>&#8211; \u00d6\u011fretmenli\u011fi hak etti\u011fi noktaya ta\u015f\u0131yacak ve kariyer mesle\u011fi haline getirecek, mesleki \u00f6zerklik sa\u011flayacak, \u00f6\u011fretmenlerin \u00f6zl\u00fck haklar\u0131n\u0131 art\u0131racak \u00d6\u011fretmenlik Meslek Kanunu hayata ge\u00e7irilmelidir.<\/p>\n<p>&#8211; Kamu personel y\u00f6netiminde g\u00f6revde y\u00fckselme, unvan de\u011fi\u015fikli\u011fi, atama s\u00fcre\u00e7lerinde adalet duygusunu zedelemeyecek, m\u00fclakat s\u00fcre\u00e7lerinde ise objektif, hesap verilebilir ve hukuki denetime a\u00e7\u0131k, kamera kayd\u0131 gibi, \u015feffafl\u0131\u011f\u0131 tesis edecek kariyer ve liyakat esasl\u0131 bir sistem kurulmal\u0131d\u0131r.<\/p>\n<p>&#8211; \u00d6\u011fretmenlere ve e\u011fitim kurumu y\u00f6neticilerine angarya niteli\u011finde verilen muhakkiklik, mesleki ve teknik e\u011fitim kurumlar\u0131nda \u00f6z de\u011ferlendirme form ve anket \u00e7al\u0131\u015fmalar\u0131, \u00f6\u011frenci servis ve ta\u015f\u0131mal\u0131 e\u011fitim kapsam\u0131nda n\u00f6bet\u00e7i \u00f6\u011fretmenlere y\u00fcklenen sorumluluklar, ikinci n\u00f6bet, mesai saatleri d\u0131\u015f\u0131nda mesleki \u00e7al\u0131\u015fma dayatmas\u0131 gibi g\u00f6revler temel \u00e7al\u0131\u015fma haklar\u0131na ayk\u0131r\u0131d\u0131r. \u00c7al\u0131\u015fma hukukunun ihlalinin yan\u0131 s\u0131ra e\u011fitim-\u00f6\u011fretimi de olumsuz etkileyen bu t\u00fcr g\u00f6revler verilmemelidir.<\/p>\n<p>&#8211; 3600 ek g\u00f6sterge vaadinin \u00fczerinden uzun bir zaman ge\u00e7mesine ra\u011fmen \u00fcstelik 100 G\u00fcnl\u00fck Eylem Plan\u0131\u2019na yaz\u0131lm\u0131\u015fken hala somut bir ad\u0131m at\u0131lmam\u0131\u015f olmas\u0131 e\u011fitimcileri huzursuz etmektedir. 2023 E\u011fitim Vizyonu\u2019nda da yer verilen 3600 ek g\u00f6sterge s\u00f6z\u00fc, t\u00fcm e\u011fitim \u00e7al\u0131\u015fanlar\u0131n\u0131 kapsayacak \u015fekilde yerine getirilmelidir.<\/p>\n<p>&#8211; E\u011fitim hizmeti, niteli\u011finden tasarruf edilemeyecek hayati bir \u00f6neme sahiptir. Bu sebeple bo\u015f ge\u00e7en dersler, \u00f6\u011fretmensiz \u00f6\u011frenciler kabul edilebilir bir durum de\u011fildir. Nitelikli bir e\u011fitim i\u00e7in \u00f6\u011fretmen a\u00e7\u0131\u011f\u0131 acilen kapat\u0131lmal\u0131, atama bekleyen \u00f6\u011fretmen adaylar\u0131n\u0131n hakl\u0131 talebi kar\u015f\u0131lanmal\u0131d\u0131r.<\/p>\n<p>&#8211; E\u011fitim \u00e7al\u0131\u015fanlar\u0131na y\u00f6nelik \u015fiddeti engelleyecek cayd\u0131r\u0131c\u0131 tedbirler al\u0131nmal\u0131, ba\u015fta Milli E\u011fitim Bakanl\u0131\u011f\u0131 olmak \u00fczere sorumluluk sahibi herkes bu toplumsal erozyona dur demeli, su\u00e7lular\u0131n hak etti\u011fi cezaya \u00e7arpt\u0131r\u0131lmas\u0131n\u0131 sa\u011flayacak yasal d\u00fczenleme bir an evvel yap\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; E\u011fitim hizmetinin t\u00fcm payda\u015flar\u0131n \u00fcretti\u011fi, niteli\u011fine herkesin katk\u0131da bulundu\u011fu ger\u00e7e\u011finden hareketle hizmetli, memur, \u015feflerimiz ba\u015fta olmak \u00fczere genel idare hizmetleri ve yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131n\u0131n al\u0131n terinin kar\u015f\u0131l\u0131\u011f\u0131 olarak mali ve \u00f6zl\u00fck haklar\u0131nda iyile\u015ftirmeler yap\u0131lmal\u0131d\u0131r. Buna b\u00fcy\u00fck bir katk\u0131 sa\u011flayacak olan g\u00f6revde y\u00fckselme, unvan de\u011fi\u015fikli\u011fi ve yer de\u011fi\u015fikli\u011fi talepleri ivedilikle kar\u015f\u0131lanmal\u0131d\u0131r. Ayr\u0131ca yard\u0131mc\u0131 hizmetler s\u0131n\u0131f\u0131 kald\u0131r\u0131larak genel idare hizmetleri s\u0131n\u0131f\u0131na dahil edilmelidir.<\/p>\n<p>&#8211; E\u011fitim-\u00f6\u011fretim ve bilimsel \u00e7al\u0131\u015fmalarda yeni ufuklar a\u00e7acak, \u00fcretilen bilgilerin hayata ge\u00e7mesini sa\u011flayacak, kat\u0131l\u0131mc\u0131 bir y\u00f6netim anlay\u0131\u015f\u0131n\u0131 esas alan \u00fcniversal normlar \u0131\u015f\u0131\u011f\u0131nda akademik \u00f6zg\u00fcrl\u00fc\u011f\u00fc, akademik kariyerde liyakati esas alacak yeni bir y\u00fcksek\u00f6\u011fretim kanununa ihtiya\u00e7 vard\u0131r.<\/p>\n<p>&#8211; Akademisyenlerin daha fazla bilimsel \u00e7al\u0131\u015fma yapmalar\u0131na imkan sa\u011flayacak, akademik y\u00fckselme s\u00fcre\u00e7lerinde adaleti tesis edecek, kadro almalar\u0131nda keyfi tutumlar\u0131 ortadan kald\u0131racak, norm kadro uygulamas\u0131ndan do\u011fan ma\u011fduriyetleri giderecek, mali ve sosyal haklar\u0131n\u0131 geli\u015ftirecek d\u00fczenlemelerin yap\u0131lmas\u0131 elzemdir.<\/p>\n<p>&#8211; Mevcut y\u00fcksek\u00f6\u011fretim sisteminin i\u015fleyi\u015fi ve yap\u0131s\u0131, \u00fclkemizdeki demokratik geli\u015fimlere, toplumsal \u00f6zg\u00fcrl\u00fck alanlar\u0131n\u0131n geni\u015flemesine ayk\u0131r\u0131 bir g\u00f6r\u00fcnt\u00fc olu\u015fturmaktad\u0131r. \u00dcniversitelerde keyfi tutumlar sergilenmekte, haks\u0131z tasarruflar, hukuksuz i\u015flemler tesis edilmektedir. \u00dcniversite y\u00f6netimlerinin keyfi tutumlar\u0131n\u0131 ortadan kald\u0131racak, yetkilerini s\u0131n\u0131rlayacak, tasarruflar\u0131n\u0131 denetim alt\u0131na alacak bir mekanizma \u015fartt\u0131r.<\/p>\n<p>&#8211; \u00dcniversitelerde \u00e7al\u0131\u015fma bar\u0131\u015f\u0131na katk\u0131da bulunacak, i\u015fbirli\u011fi i\u00e7erisinde hizmet etmeyi destekleyecek, akademik-idari personel ayr\u0131m\u0131n\u0131 ortadan kald\u0131racak, idari personele y\u00fcksek\u00f6\u011fretim tazminat\u0131, geli\u015ftirme \u00f6dene\u011fi, s\u0131nav g\u00f6revi alabilme hakk\u0131 tan\u0131yacak, \u00fcniversiteler aras\u0131 merkezi atama ve yer de\u011fi\u015fikli\u011fine imkan sa\u011flayacak, y\u00f6netim s\u00fcre\u00e7lerinde irade beyan\u0131 f\u0131rsat\u0131 sunacak d\u00fczenlemeler yap\u0131lmal\u0131d\u0131r. Y\u00d6K bu konularda inisiyatif kullanmal\u0131d\u0131r.<\/p>\n<p>&#8211; Toplumsal \u015fiddeti kad\u0131na m\u00fc\u015fahhas k\u0131larak cinsiyet \u00fczerinden feminist ve e\u015f cinsel bir ideoloji \u00fcretmeye \u00e7al\u0131\u015fan karanl\u0131k lobilerin dayatt\u0131\u011f\u0131 kavram ve s\u00f6ylemlerden, mevzuat ve projelerden uzak durulmal\u0131d\u0131r.
