Kahramanmara\u015f\u2019\u0131n Elbistan il\u00e7esinde bulunan \u015feker fabrikas\u0131n\u0131 i\u015fleten \u00f6zel firmaya, \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan at\u0131k su ve \u00e7evreye yayd\u0131\u011f\u0131 at\u0131klardan dolay\u0131 252 bin 706 TL idari para cezas\u0131 kesildi. Devlet b\u00fcnyesinde faaliyet g\u00f6sterirken de bir\u00e7ok kez ceza alan tesise \u00f6zelle\u015ftirildikten sonra kesilen bu ceza, bug\u00fcne kadarki en y\u00fcksek miktar oldu.<\/p>\n

1985 y\u0131l\u0131nda kurulan Elbistan \u015eeker Fabrikas\u0131, 33 y\u0131l devlet taraf\u0131ndan i\u015fletildikten sonra 2018 y\u0131l\u0131nda \u00f6zelle\u015ftirildi. Elbistan\u2019da binlerce \u00e7ift\u00e7i taraf\u0131ndan \u00fcretilen \u015feker pancar\u0131n\u0131 i\u015fleyerek il\u00e7e ve \u00fclke ekonomisine ciddi katk\u0131lar sunan dev tesis, \u00e7evreye verdi\u011fi zararlar nedeniyle de hep g\u00fcndemde kald\u0131. \u00d6zellikle de fabrikadan \u00e7\u0131kan at\u0131k sular\u0131n kar\u0131\u015ft\u0131\u011f\u0131 Ceyhan Nehri\u2019nde 2016 y\u0131l\u0131nda ve daha \u00f6nceki d\u00f6nemlerde toplu bal\u0131k katliamlar\u0131 ya\u015fand\u0131. Fabrikan\u0131n kazan bacas\u0131ndan \u00e7\u0131kan siyah dumanlar ise \u00f6zellikle tesisin hemen yan\u0131 ba\u015f\u0131ndaki mahallelerin \u00fczerini kaplayarak buralarda ya\u015fayan insanlar\u0131n ya\u015fam kalitesini ciddi anlamda d\u00fc\u015f\u00fcrd\u00fc. \u00c7amur havuzlar\u0131ndan yay\u0131lan pis koku da vatanda\u015flar\u0131n en \u00e7ok \u015fikayet etti\u011fi konular\u0131n ba\u015f\u0131nda geldi.<\/p>\n

2018 kampanya d\u00f6neminde \u00f6zel sekt\u00f6r taraf\u0131ndan pancar al\u0131m\u0131 yapan fabrikayla ilgili vatanda\u015flar\u0131n hava ve \u00e7evre kirlili\u011fi noktas\u0131nda yo\u011fun \u015fikayetleri devam etmi\u015fti. Bu \u015fikayetler \u00fczerine \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc ekipleri, Ceyhan Nehri ve fabrika genelinde inceleme ba\u015flatt\u0131. \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc ekipleri, tesiste 2872 say\u0131l\u0131 \u00c7evre Kanunu ve buna dayal\u0131 \u00e7\u0131kar\u0131lan y\u00f6netmelikler do\u011frultusunda fabrikada denetimlerde bulundu. \u00d6zel firman\u0131n i\u015fletti\u011fi tesiste hava kirlili\u011fi, at\u0131k su ve at\u0131klar, k\u00fcl, c\u00fcruf konusunda al\u0131nmas\u0131 gereken tedbirler raporland\u0131. Haz\u0131rlanan rapor do\u011frultusunda at\u0131k su ve \u00e7evreye yayd\u0131\u011f\u0131 at\u0131klardan dolay\u0131 firmaya kesilen idari para cezas\u0131n\u0131n miktar\u0131 belli oldu. \u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc, firmaya At\u0131k su Ar\u0131tma Tesisi ve At\u0131k Depolama Tesisini te\u015fkil etmedi\u011fi nedeniyle 31 Ocak tarihinde at\u0131k su kirlili\u011finden 180 bin 509 ve at\u0131k kirlili\u011finden de 72 bin 197 TL olmak \u00fczere toplam 252 bin 706 TL idari para cezas\u0131 kesildi. S\u00f6z konusu ceza, fabrika y\u00f6neticilerine tebli\u011f edildi.<\/p>\n

\u00c7evre ve \u015eehircilik \u0130l M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn tesisteki inceleme ve denetimlerinin bu y\u0131lda aral\u0131ks\u0131z olarak devam edece\u011fi belirtildi.
