Stadyum Caddesi\u2019nde 1990 y\u0131l\u0131nda 38 bin metrekare alan \u00fczerine yap\u0131lan Tower Plaza ile ilgili tart\u0131\u015fmalar daha in\u015faat a\u015famas\u0131nda ba\u015flam\u0131\u015ft\u0131. O d\u00f6nemde imarda de\u011fi\u015fiklik yap\u0131ld\u0131\u011f\u0131 gerek\u00e7esiyle akademik odalar konuyu yarg\u0131ya ta\u015f\u0131rken, 20 kat i\u00e7in ruhsat verilen plazada, plan de\u011fi\u015fiklikleri planlama esaslar\u0131na ayk\u0131r\u0131 bulunsa da in\u015faat s\u00fcrd\u00fc. 1998 y\u0131l\u0131na gelindi\u011finde 20 art\u0131 4 kat yap\u0131m izni i\u00e7eren ruhsat alan plazada, ka\u00e7ak b\u00f6l\u00fcmler oldu\u011fu gerek\u00e7esiyle i\u00e7indeki i\u015fyerlerinin ruhsat\u0131 iptal edildi ve plaza a\u00e7\u0131l\u0131\u015f\u0131ndan k\u0131sa s\u00fcre sonra kapand\u0131.<\/p>\n

Y\u00fcr\u00fcrl\u00fckteki deprem ve yap\u0131 denetim y\u00f6netmeliklerinden \u00e7ok \u00f6nce projelendirilen ve 1999 depremine de maruz kalan binan\u0131n olas\u0131 bir can ve mal kayb\u0131na yol a\u00e7mamas\u0131 i\u00e7in B\u00fcy\u00fck\u015fehir Belediyesi devreye girdi. B\u00fcy\u00fck\u015fehir Belediyesi ilk olarak Riskli Yap\u0131 Tespit ba\u015fvuru s\u00fcrecinin ba\u015flat\u0131labilmesi i\u00e7in \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019ndan yetki ald\u0131. Bakanl\u0131k taraf\u0131ndan yetkilendirilen Yap\u0131 Ara\u015ft\u0131rma Test Merkezi yetkilileri, teknik \u00e7al\u0131\u015fmas\u0131n\u0131 tamamlayarak \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 onay\u0131na sundu. Bursa B\u00fcy\u00fck\u015fehir Belediyesi taraf\u0131ndan Bakanl\u0131k\u00e7a yetkili firmaya haz\u0131rlat\u0131lan riskli yap\u0131 raporu tamamland\u0131ktan sonra 2018 Ekim ay\u0131nda \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131nca onaylanan yap\u0131n\u0131n, \u00e7\u00fcr\u00fck oldu\u011fu bilimsel olarak tescil edilmi\u015f oldu. Bakanl\u0131k\u00e7a \u00e7\u00fcr\u00fck oldu\u011fu tescillenen yap\u0131lar\u0131n ivedilikle y\u0131k\u0131m s\u00fcrecinin ba\u015flat\u0131lmas\u0131 gerekirken, bu ama\u00e7la B\u00fcy\u00fck\u015fehir Belediyesi yetkililerince b\u00fcrokratik s\u00fcre\u00e7 vakit kaybetmeden ba\u015flat\u0131ld\u0131.<\/p>\n

Bina sahiplerine tahliyenin ba\u015flat\u0131lmas\u0131 i\u00e7in verilen s\u00fcrenin dolmas\u0131n\u0131n ard\u0131ndan Bursa B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin ilgili birimlerinin amirleri polisin de geni\u015f g\u00fcvenlik \u00f6nlemleri alt\u0131nda \u015eubat ay\u0131 ba\u015f\u0131nda tahliye s\u00fcreci ba\u015flatt\u0131. \u00d6ncelikle bina i\u00e7indeki malzemelerin tespiti i\u00e7in olu\u015fturulan komisyon yediemin g\u00f6zetiminde bina i\u00e7indeki t\u00fcm malzemeleri kay\u0131t alt\u0131na ald\u0131. Tahliye i\u015fleminin tamamlanmas\u0131n\u0131n ard\u0131ndan da y\u0131k\u0131m s\u00fcrecine ge\u00e7ildi. Binan\u0131n bat\u0131 cephesine seyyar iskele kurulumu tamamlan\u0131rken, g\u00fcney cephesine iskele kurulum \u00e7al\u0131\u015fmalar\u0131 devam ediyor. Di\u011fer taraftan y\u0131k\u0131m\u0131 \u00fcstlenen y\u00fcklenici firma g\u00f6revlileri, bina i\u00e7indeki asma tavanlar, kap\u0131, pencere, havaland\u0131rma sistemi gibi tesisatlar\u0131 s\u00f6kmeye devam ediyor. Binan\u0131n tam iskelet haline gelmesinin ard\u0131ndan da en \u00fcstteki bir kat elle y\u0131k\u0131lacak, ard\u0131ndan bina \u00fczerine \u00e7\u0131kar\u0131lacak i\u015f makinesi ile kat kat binan\u0131n y\u0131k\u0131m\u0131 ger\u00e7ekle\u015ftirilecek.
